It was further determined that the back railing at the top of the steps was observed to have missing lattice which resulted in the railing having a one foot two inch gap on the top and bottom railing.

It was further determined that the back railing at the top of the steps was observed to have loose lattice. It was also observed that the bottom of the chain link fence on the left hand side had been pushed back approximately five inches from the barrier due to leaves and dirt washing out causing a possible entrapment.
