591-1-1-.32(7) · Rule 591-1-1-.32(7) requires that children be supervised at all times appropriate to the individual age, needs and capabilities of each child. Such supervision must include, but not be limited to, indoor and outdoor activities, mealtimes, naptime, transportation, field trips, and transitions between activities. "Supervision" means that the appropriate number of Staff members are physically present in the area where children are being cared for and are providing watchful oversight to the children, volunteers and Students-in-Training. The persons supervising in the child care area must be alert, positioned to maximize their ability to hear and see the children at all times, and able to respond promptly to the needs and actions of the children being supervised, as well as the actions of the volunteers and Students-in-Training, and provide timely attention to the children's actions and needs. Staff shall be attentive and participating with all children during mealtimes and shall be seated within an arm¶s length away from children thirty- six (36) months of age and younger.
During an Incident Investigation Closure conducted on July 24, 2025 ; It was determined based on an investigation that on May 21, 2025, at approximately 7:30 a.m., one staff member was supervising eight Georgia Pre-K children but was not positioned to maintain visual supervision of all children. A 5-year- old child ran across the classroom, slipped, and hit their head on a shelf. The staff member did not witness the incident. In addition, an enrolled child was sent to the office without adult supervision to notify administrative staff of the injury to the 5-year-old child. The staff failed to provide continuous, watchful oversight as required by the supervision rule.

During an Incident Investigation Closure conducted on December 5, 2025 ; It was determined based on an investigation that on October 2, 2025, at approximately 8:24 a.m., a 3-year-old child sustained an injury to their left ear after being bitten by another child in a classroom. Center staff did not maintain active supervision and failed to provide timely attention, as they were unaware of the incident and did not intervene until after the fourth instance of biting. During an investigation, it was determined that on May 21, 2025, at approximately 7:30 a.m., a staff member was not positioned to maintain visual supervision and watchful oversight of a group of Georgia’s Pre-K children. The staff member had their back to the children when a 5-year-old child ran across the classroom, slipped, and hit their head on a shelf. The staff member was unaware of the incident until informed by the child of the injury. Professional medical attention was obtained.

During a Licensing Study conducted on December 19, 2022 ; It was determined based on a review of records that center staff failed to document in writing with a check to account for ten children unloading the vehicle on the PM transportation route from Shelton Elementary to Big Blue Marble on December 6, 2022. Furthermore, center staff failed to document in writing with a check to account for ten children loading and unloading the vehicle on the PM transportation route from Shelton Elementary to Big Blue Marble on December 8, 2022 and nine children unloading and loading the vehicle on December 9, 2022.
