    During the inspection, Licensing Specialist observed that there were 2 child care personnel that did not complete the DCF 40 hours of introduction training within 12 months of their child care industry date, exceeding 15 months. During the inspection, Licensing Specialist provided technical assistance, CCF Handbook Section 4 Child care personnel including volunteers who work 10 hours or more per month must begin training within 90 days of employment in the child care industry and successfully complete Departments training within 12 months from the date training begins. Training taken prior to employment in the child care industry does not constitute begin training. The begin training timeframes begin at the time of employment in the child care industry. Training completion may not exceed 15 months from the date of employment in the child care industry in any licensed Florida child care facility. This may be accomplished by classroom attendance in a Department-approved training course, acquiring an educational exemption from a Department-approved training course, beginning a Department-approved online child care training course, or by receiving results from a Department-approved competency examination. The child care program is responsible for obtaining training documentation from child care personnel. CCF Handbook Section 4.2.1 Child care personnel must successfully complete 40 hours of child care training as evidenced by successful completion of competency examinations offered by the Department or its designated representative with a weighted score of 70 or better. Child care personnel who successfully completed the mandatory 40-hour Introductory Child Care Training prior to January 1, 2004 are not required to fulfill the competency examination requirement. A.     4-11: Teacher #1 was observed drinking beer from a straw in the toddler c classroom while caring for children. The opened container of alcohol was found on the counter labeled with teacher #1s name. The assistant director #2 observed that the Toddler C classroom had 6 children and Teacher #2 in the room. Teacher #2 stated that Teacher #1 came into the classroom and put her belongings in the teachers locker/cabinet. Teacher #2 saw Teacher #1 drinking from a can through a straw. The assistant director #2 stated that she observed the cameras in Toddler C classroom at the time of the incident and witnessed Teacher #1 standing at the counter and drinking the from the can from a straw and watching the children eat breakfast and at one point she helped a child with their breakfast plate and threw it into the garbage while holding the beverage in her left hand. Teacher #3 came into the classroom to give Teacher #2 a break and saw the can on the counter was a beer can. Teacher #3 called the office and the assistant director #1 can to the classroom. The assistant director #1 brought the can out of the classroom and brought it to SB2 in the office. The assistant director #1 stated that the can was a Michelob Ultra Beer. SB2 called Teacher #1 into the office and asked what the drink was. Teacher #1 said that I know it is a beer can, but it is water. Teacher #1 said that she rinsed out the can and filled it with water. The assistant director #2 poured the liquid in a clear cup and saw that the liquid was a yellow color and that it smelled like beer. Teacher #1 weas terminated immediately. This is being marked corrected at the time of the inspection. During the inspection, Licensing Specialist provided technical assistance, No person shall be an operator, owner, or employee of a child care facility while using or under the influence of narcotics, alcohol, or other drugs that impair a persons ability to provide safe care and supervision
