The outdoor play area that required fencing was not safe and adequate in that the perimeter fence panel on the south end of the play area is disconnected on the top end from the rest of the fence and is not secure.F. Fencing, including gates, must be continuous, and shall not have opening or gaps larger than 3 1/2 inches that would allow children to exit the outdoor play area. The bottom or base of the fence must remain at ground level and free from erosion or buildup to prevent inside or outside access by children or animals
