33-06 · Training Requirements
Licensing Specialist observed that the employee that started working on 1/11/2024 with an industry start date of 1/11/2024 did not take and finish the Department approved five-hour early literacy and language development course for childcare personnel within 12 months of date of employment in childcare industry and/or the early literacy course documentation was not uploaded in the Florida Pathways/Registry. TA was provided: Licensing Specialist discussed requirement with the provider. CCF Handbook, Section 4.2.2 Early Literacy Training Pursuant to Section 402.305(2)(e)5., F.S., all child care personnel must complete a single course of training in early literacy and language development of children ages birth through five years that is a minimum of five clock hours or .5 CEUs. Early literacy training must be completed within 12 months of date of employment in the child care industry. Proof of completion may be documented on a certificate of course completion, classroom transcript, or diploma. Child care personnel must complete one of the following: A. One of the Departments online literacy courses available on the Departments website. B. One of the Departments approved literacy courses. A list of these courses can be obtained from the Departments website. (No additional courses will be approved by the Department.) C. One college level early literacy course (for credit or non-credit) if taken within the last five years

07-06 · Vehicle Requirements
Licensing Specialist observed that the alarm deactivation button was installed in the back on the left lower side of the vehicle behind the last seats row, Licensing Specialist asked staff responsible if the driver is actually walking through the van to press the button, staff responsible was not sure and the driver was not on site. TA was provided: Button location was hard to be reached from the back seat. The alarm deactivation button must be reinstalled so that the driver must walk to the back of the vehicle to reach the deactivation mechanism. Licensing Specialist observed that the alarm was activated directly after the ignition was turned off, and a none stop beeping sounded inside the van. The alarm was not audible from the distance of 500 feet from the vehicle, the sound was barely heard when the vehicle's doors were closed. TA was provided: The alarm must be audible from the distance of 500 feet from the vehicle. The time delay from the time the ignition is turned off after activation of the alarm system until the alarm sounds shall be no longer than one minute. Licensing Specialist observed that Driver 1, did not take or finish required DCF training in order to be counted toward staff to child ratio, driver 1 did have Transportation Training, First Aid and CPR, and an up-to-date Physical Exam. Facility had another back up driver (driver 2). Driver 2 had all training and driver's requirement. TA was provided: Driver 1 cannot drive the vehicle to transport children. Driver 1 must take and pass the Department training courses and the competency Exams prior to drive the school transportation Vehicle, Facility must inform DCF prior to add Driver1. CCF Handbook, Section 2.5.4 C. When transporting children, staff-to-child ratios must be maintained at all times. The driver may be included in the staff-to-child ratio if he or she meets screening and training requirements., F. By January 1, 2022 all vehicles used by child care facilities to transport children must be equipped with a reliable alarm system approved by the Department which prompts the driver to inspect the vehicle for children before exiting the vehicle. 1. Approved alarm systems must meet the following criteria: a. The alarm system must be armed or activated automatically when the vehicles ignition is turned on. b. The alarm system must be designed and installed so that the vehicle horn, siren or other type of audio alarm will sound if the driver/staff member does not walk to the rear or, in the case of a passenger van, the side entry point of the vehicle, to manually shut off or deactivate the alarm. c. The time delay from the time the ignition is turned off after activation of the alarm system until the alarm sounds shall be no longer than one minute. d. The alarm must be audible from the distance of 500 feet from the vehicle. e. The alarm system must be installed so that the driver must walk to the back of the vehicle to reach the deactivation mechanism. Deactivation mechanisms installed in locations that do not require the driver to walk to the back of the vehicle and view all seating areas will not be acceptable. 2. List of approved alarm manufacturers may be found on the Departments website at www.myflfamilies.com/childcare. 3. Alarms must be installed and maintained according to the manufacturers recommendations. 4. Alarm systems installed according to the manufacturers instructions prior to October 1, 2021, will be deemed to satisfy this requirement if they meet the criteria set forth in 2.5.4.F.1. above. Under this allowance, the existing alarm system must always be properly maintained in working order. Should at any time the alarm system require replacement, the new system must be selected from the Departments approved list referenced in 2.5.4 F.2. above

Licensing Specialist observe cleaning supplies (one bottle of Lysol disinfectant spray, one of Clorox spray, and two of the Mr. Clean, clean freak mist) stored in the cabinet under the microwave in the three-year-old classroom, cabinet was not locked, and (Clorox container and Lysol cleaning gel container) in the cabinet under the sink in the three-year-old bathroom, The cabinet was not locked. TA: Director removed all cleaning supplies to areas not accessible by children, thus returning this standard into compliance at the time of this inspection. CCF Handbook, Section 3.2 Toxic/Hazardous Material/Firearms/Weapons A. All areas and surfaces accessible to children must be free from toxic substances, bio contaminants, and hazardous materials/equipment/tools, including power tools, plastic bags, matches, candles, lighters, etc. B. All potentially harmful items, including cleaning supplies, flammable products, poisonous, toxic, and hazardous materials, must be labeled and used according to manufacturers recommendation. These items, as well as knives, sharp tools, and other potentially dangerous hazards, must be stored in a locked area or must be inaccessible and out of a childs reach at all times. C. Firearms and weapons, as defined in section 790.001, F.S., are prohibited within any building or upon any person located on the premises, excluding federal, state or local law enforcement officers. D. Narcotics, alcohol, or other impairing drugs/paraphernalia must not be present on the premises or in vehicles used by child care facility

17-02 · Outdoor Play Area/Fencing
Licensing Specialist observed a nail sticking out of the turf installed on the playground ground in between the red tricycle and the fence. TA: the nail must be removed or nailed back in. Licensing Specialist observed that two pieces from the base board plywood of the red, yellow, and blue equipment are missing, leaving big gap on top of the red tunnel installed underneath, and the yellow wooden side wall was broken from the top left corner. TA: New panels must be installed to close the gap and prevent the children from falling trough. Licensing Specialist observed a red and yellow slide, the back yellow wall of the top area had a hole to the lower right side, exposing nail sticking out the yellow metal pole, and the lower left corner of the red slide was cracked. TA: Nails must be removed, or the hole must be fixed to cover the nails, and the crack in the slide must be fixed. Licensing Specialist observed part of the turf was ripped and can become a trip hazard. TA: The ripped part of the turf must be removed or replaced. Licensing specialist observed a gate in the pre-school playground the gate was leading to another gated small area that had the water or electric meters installed on the wall, Licensing Specialist was not able to close the gate and lock it, the lock on door was not aligned with the lock on the fence, Provider had plastic playhouse Infront of the door to keep it closed. TA: the gate must be aligned with the fence, or the lock must be installed in a way allowing the gate to be locked and prevent children access. Licensing Specialist observed that the toddler's playground area needs maintenance, staff responsible informed licensing specialist that this playground was not in use due to not have any children at this age enrolled in the program. TA: Provider must maintain the toddlers to meet all the requirement for the children to start using this area. CCF Handbook, Section 3.5, Outdoor Play Area A.
