Upon arrival to the home the Licensing Specialist observed the Operator preparing lunch in the homes outdoor kitchen. a 3-year old was observed playing on the patio for the outdoor kitchen, the kitchen does not have a door or baby gate to ensure children do not have access. The door leading from the daycare room to the main home was open directly to the indoor kitchen/dining area. Both kitchens left hazardous materials accessible to the children in care. Items observed: medications, knives, kitchen shears, ovens. A paint can was observed on the side of the patio. In the daycare bathroom Clorox wipes were observed in an unlocked sink cabinet. During the time of the inspection, the Licensing Specialist provided technical assistance, per the FDCH Handbook:All areas and surfaces accessible to children shall be free from toxic substances and hazardous materials/equipment/tools, including power tools, plastic bags, matches, candles, lighters, etc. These items, as well as knives, sharp tools, BB guns, pellet guns and other potentially dangerous hazards, shall either be stored and in a locked area or must be inaccessible and out of a childs reach. B. All potentially harmful items including cleaning supplies, flammable products, poisonous, toxic, and hazardous materials must be labeled and used according to manufacturers recommendation. C. Narcotics, alcohol, or other impairing drugs/paraphernalia must be kept inaccessible to children at all times. D. Cleaning must not take place while rooms are occupied by children except for general clean-up activities that are part of the daily routine. General cleaning refers to cleaning necessary to maintain a sanitary environment but that does not pose a hazard to children, such as wiping the table after lunch, soaking toys in a tub on the countertop, sweeping. This does not include cleaning with hazardous materials or any cleaning which poses a risk of slipping or falling

During the inspection, the Operator advised that her spouse smokes sometimes. During the inspection, the Operator did not have documentation of having informed the custodial parents/legal guardians in writing that someone living in the home smokes. During the inspection, the Licensing Specialist Supervisor provided the Operator with some ways to meet this standard; post the written notification on her parent board or create a written form with notification that each parent can sign off on. During the inspection, technical assistance was provided: "All operators shall inform custodial parents or legal guardians in writing, if someone living in the home smokes, including e-cigarettes and vaping. Pursuant to Chapter 386.204, F.S., while children are in care, smoking is prohibited, within the home and in vehicles when transporting children. Tobacco and other smoking equipment/materials must be kept inaccessible to children at all times."

During the inspection, the Operator did not have an operational corded phone, once the corded phone was unplugged from the electricity it was non-operational. During the inspection, technical assistance was provided: "The home shall have at least one operable corded telephone." During the inspection, the smoke detector was tested and was operational. The fire extinguisher certification is valid until March 2025

During the inspection, the Operator advised that she changes the children's diapers either on a napping cot or on the carpet. During the inspection, the Operator showed the Licensing Specialist Supervisor the cots and the rug that was outside, stating that the rug needed to be cleaned. During the inspection, the Operator advised that she purchase a diaper changing pad with the impermeable surface. During the inspection, technical assistance was provided: "When children in diapers are in care, there shall be a diaper changing area with an impermeable surface that is cleaned and sanitized or disinfected after each use."

During the inspection, the Operator had an educational program on the television for the children that were in care, however 4 of the children that were present during the inspection were one years old. During the inspection, the Operator turned the television program off, therefore this is being marked as completed during the time of the inspection. During the time of the inspection, technical assistance was provided: "Do not include the use of electronic media for children under two years of age. Electronic media may only be used for educational purposes or physical activity for children 2 years of age and older for no more than 1 to 2 hours per day."
