    During the time of the complaint inspection childcare regulation received a copy of a video. While watching the video the Licensing Specialist observed teacher 1 grabbing and pushing child 1 onto the classroom floor while screaming at the child. The child can be hurt crying loudly in the background. According to the childcare facility handbook 8.2 Child Safety C. Childcare personnel must appropriately interact with children to foster a healthy, safe environment that will encourage the childs physical, intellectual, motor, and social development. Interactions with children that are aggressive, demeaning or intimidating in nature are strictly prohibited.     The following ratios were observed during the First walk through: 2-24 Mixed Age Group. Ages: Infant- Five-Year-Old. 1 Infant, 3 One-Year-Old. 5 Two-Year-Old, 6 Three-Year-Old and 9 Five-Year-Old. and one additional personnel by the entrance to allow children access to Facility. The following ratios were observed during the second walk through: 1:3 Infants. 1:5 One-Year-Old. 1:7 Two-Year-Old. 1:12 Three-Year-Old. 1:7 Four to Five-Year-Old. 1:9 Four to Five-Year-Old. and Two additional personnel. CCF Handbook, Section 2.3.1 Mixed Age Groups A. In groups of mixed age ranges, where children under one year of age are included, one childcare personnel must be responsible for no more than four children of any age group, at all times. B. In groups of mixed age ranges, where children one year of age but under two years of age are included, one childcare personnel must be responsible for no more than six children of any age group, at all times. s.402.305(4), F.S. STAFF-TO-CHILDREN RATIO. (a) Minimum standards for the care of children in a licensed child care facility as established by rule of the department must include: 1. For children from birth through 1 year of age, there must be one child care personnel for every four children. 2. For children 1 year of age or older, but under 2 years of age, there must be one child care personnel for every six children. 3. For children 2 years of age or older, but under 3 years of age, there must be one child care personnel for every 11 children. 4. For children 3 years of age or older, but under 4 years of age, there must be one child care personnel for every 15 children. 5. For children 4 years of age or older, but under 5 years of age, there must be one child care personnel for every 20 children. 6. For children 5 years of age or older, there must be one child care personnel for every 25 children. 7. When children 2 years of age and older are in care, the staff-to-children ratio shall be based on the age group with the largest number of children within the group
