08-04 · Seat Belts/Child Restraints
During the time of the inspection, the Licensing Specialist observed there to be a non-operational seatbelt in that the buckle gets stuck which does not allow the child to be release efficiently in the event of an emergency. During the time of the inspection, the Licensing Specialist provided technical assistance: per the CCF Handbook "Seat Belt/Child Restraints Each child, when transported, must be seated in a back seat in an individual factory installed seat belt or federally approved child safety restraint. The child safety restraint must be installed, secured and used in accordance with the manufacturers instructions and a copy of such instructions must be maintained (in the vehicle and/or on file). Child safety restraint must be replaced if they have been recalled, are past the manufacturers date of use expiration date, or have been involved in a crash that meets the U.S. Department of Transportation crash severity criteria or the manufacturers criteria for replacement of restraints after a crash, as referenced in Caring for Our Children Basics Health and Safety Foundations for Early Care and Education, which is incorporated by in 65C22.001(7)(v), F.A.C."

During the inspection, the Licensing Specialist observed the sink in the one-year old room to have dirt stuck to the inside of the sink and the trash can under the sink to have dirt and dust. During the inspection, the Licensing Specialist observed the caulk around the sink in the two-year old room to have dirt and grime built up and the floor around the diaper changing area to have dirt build up and to be in need of cleaning. During the inspection, the Licensing Specialist observed under the sink in the VPK B room to have dirt and a large orange stain, potentially damage. The Licensing Specialist did not observed any leaks. During the inspection, the Licensing Specialist observed the VPK A room to be in need of general daily cleaning. During the inspection, the Licensing Specialist observed a dried orange food splatter on the side of a white and clear rolling shelf. The play kitchen set to be caked in dirt. The floors around the perimeter of the classroom to be in need of cleaning. During the time of the inspection, the Licensing Specialist provided technical assistance: per the CCF Handbook "A. All child care facilities must be clean, in good repair, free from health and safety hazards and from evidence of, or presence of, vermin infestation. Indoor play areas must be inspected daily for basic health and safety and documented on a daily inspection log. Outdoor play areas must be inspected daily for basic health and safety. Any problems must be corrected before the play area is used by children. Documentation of the indoor play area inspection must be maintained for 12 months."

13-03 · Toxic Substances, Hazardous Materials and Weapons
During the time of the inspection, the Licensing Specialist observed Febreze spray to be in an unlocked staff bathroom stall that is in the shared girls bathroom space. The Febreze was observed to be sitting on top of a low shelf within reach of children. During the time of the inspection, the Licensing Specialist observed there to be two Lysol disinfectant sprays to be in an unlocked cabinet under the sink in the two-year old room. The Licensing Specialist observed there to be Resquito multipurpose cleaner in an unlocked cabinet under the sink. During the time of the inspection, the Licensing Specialist observed Clorox clinging bleach gel and Lysol toilet cleaner to be in an unlocked cabinet in the VPK Prep room. During the time of the inspection, this was resolved by the operator moving the chemicals out of children's reach and locking cabinets. During the time of the inspection, the Licensing Specialist provided technical assistance: per the CCF Handbook "B. All potentially harmful items, including cleaning supplies, flammable products, poisonous, toxic, and hazardous materials, must be labeled and used according to manufacturers recommendation. These items, as well as knives, sharp tools, and other potentially dangerous hazards, must be stored in a locked area or must be inaccessible and out of a childs reach at all times."

During the time of the inspection, the Licensing Specialist observed the floors in the two-year old restroom to have dried urine and dirt build up on the bottom of the toilet and the floor around it. 24-16 · Food Preparation Area
During the time of the inspection, the Licensing Specialist observed there to be children's snacks stored with cleaning supplies under the two sinks in the two-year old room During the time of the inspection, this was resolved by the Operator removing the food from under the sinks and placing them in cabinets safely. During the time of the inspection, the Licensing Specialist provided technical assistance: per the CCF Handbook "Food Storage Proper storage of food is essential to prevent food contamination, as well as, insect and rodent infestation. Correct handling and storage of all food is a key component in preventing food-borne illnesses. To prevent bacteria growth, cold food must be kept at or below 41 degrees Fahrenheit and hot foods at or above 135 degrees Fahrenheit. Facilities choosing to prepare food must have a designated space for food storage within the designated food preparation area or in a room not calculated as part of indoor floor space, and in an area not used for diapering. Off-site food storage is permissible only if the site of storage is a licensed child care facility under the same ownership that includes a food preparation area that meets licensing standards."

During the time of the inspection, the Licensing Specialist observed that the children in the one-year-old room were eating muffin bars that were more than 1 inch in size. During the time of the inspection, the Licensing Specialist provided technical assistance: per the CCF Handbook "B. If a child care facility provides food to children in care, it must provide nutritious meals and snacks of a quantity and quality to help meet the daily nutritional needs of the children. The USDA MyPlate is to be used to determine which food groups to serve at each meal or snack serving size and age appropriateness of the selected foods for children. Copies of the USDA MyPlate dieting guidelines, incorporated by reference in 65C- 22.001(7)(t), F.A.C. During the time of the inspection, the Licensing Specialist observed the metal bars on the large jungle gym structure on the VPK and school age playground to have several areas of paint chipping away. During the time of the inspection, the Licensing Specialist provided technical assistance: per the CCF Handbook "B. All playground equipment must be securely anchored, unless portable or stationary by design, in good repair, maintained in safe and sanitary condition, and placed to ensure safe use by the children. Maintenance must include inspections conducted every month of all supports above and below the ground and of all connectors and moving parts. Technical Assistance During the time of the inspection, the Licensing Specialist observed a female student in the 2-year-old class with only underwear (no pants) from the waist down. The Licensing Inspector asked the Director about this, and the teacher replied that the child had an accident, and they were waiting for her pants to dry. According to the Childcare Facility Handbook 3.10.2 Diapering Requirements H. There must be a supply of clean diapers, clothing, and linens at all times. I. When diapers, clothing or linens that are being used become soiled or wet, they are to be changed immediately, and properly disposed.
