35-03 · Child Safety FDCH/LFCCH Handbook
On 1/4/2023, the family day care home operator was observed to be inappropriately interacting with infant and one-yr-old children during an observation by the Early Learning Coalition. Examples of these interactions include: Using physical force to pull or grab a child by the arm, pushing a child's head back, not responding to child distress and letting them cry without consolation, using negative, sarcastic language and harsh tones with them. As a result of this observation, her School Readiness contract will be ending 2/28/2023 and she has requested her licensed capacity be limited to 3 children after that date. Additionally, the family day care home operator and the substitute must complete the University of Florida's Developmentally Appropriate Practices Module: Supporting the Social-Emotional Development of Infants & Toddlers. The link to this training will be provided to the operator via email. By the deadline, please email DCF training transcripts for the operator and the substitute to the licensing office, showing the course has been completed. From the Family Day Care Home Licensing Handbook, Section 9.2, B: Child care personnel must appropriately interact with children to foster a healthy, safe environment that will encourage the childs physical, intellectual, motor, and social development. Interactions with children that are aggressive, demeaning or intimidating in nature are strictly prohibited

02-01 · Child Discipline FDCH/LFCCH Handbook
The discipline policy provided by the family day care home operator is not appropriate for the ages of the children in care, and does not include all the required elements. A revised discipline policy must be developed to ensure discipline is appropriately used. The new policy should reflect appropriate expectations of the ages in care (infants and one yr olds) and should be compliant with Section 2.3 of the Family Day Care Home Licensing Handbook. Recommend a thorough review of this section of the handbook. Please ensure there is a statement somewhere in the policy that indicates discipline will never be associated with food, rest, toileting or active play, as well as a statement advising corporal punishment will not be used. Recommend a thorough review of the actions described in Section 2.3, F, 1-9, to be clear on all the discipline techniques that are prohibited in child care, which includes "....Rough or harsh handling of children, including but not limited to: lifting or jerking by one or both arms; pushing; forcing or restricting movement; lifting or moving by grasping clothing; covering a childs head." By the deadline, please email a revised discipline policy to the licensing office
