08-02 · Technical assistance was provided to the director for children 1 year of age or older, but under 2 years of age, there must always be one childcare personnel for every six children even in mixed groups. Ratios of staff to children and supervision- In groups where children of varying ages are combined, the staff-to-children ratio shall be based on the age of the youngest child in the group. Quality Assurance Specialist arrived at the facility on 10/17/2024 at 2:30 PM to measure and approve a new Toddler classroom. QAS greeted the Director/Owner (EM) who was sitting in the front office. She escorted me down the hallway to measure the new room when QAS observed a Three/Four-year-old classroom with 9 children napping on mats without a staff member. A few minutes later a staff (YH) appeared from the playground area wearing gloves, as she was serving food to children. QAS then walked outside to the playground area and observed 1 staff (YL) with 16 children six of the children were observed to be one-year old's. Children were observed crying walking in and out of the playground door and one toddler was walking down the hallway unattended. Director/Owner stated that some teachers are late coming back from lunch. Staff did not have updated attendance when classrooms were combined. Classroom attendances were provided to QAS from the office. To come into compliance QAS assisted staff provide the correct supervision and staff/child ratios by removing the toddlers to an inside classroom and providing 4 staff with including the Director with 36 children on the outside playground

During the course of a complaint inspection, the following was observed; There were six 1y/o children in the 1y/o room with 1 staff member. Zero staff members in the 2y/o room with 5 children. The director was in the back room with 2 children and there was another class without an adult and seven children of mixed ages 3 to 5. The 1y/o teacher stated that she was supervising the 1y/o and 2y/o classroom. The director stated that she was supervising the 2 children in the back room and the mixed group of 3 to 5 year old children. TA was provided that direct supervision means watching and directing the childrens activities within close proximity within the same room inside or within a designated outdoor play area and responding to each childs needs. To come into compliance, the director took the two children and stepped into the mixed room of 3s,4s and 5s. The 2y/o teacher returned from lunch approx.. 30 minutes after inspection commenced. Ratios became 1:6(1y/o), 1:5(3y/o), 1:9 (3s to 5y/o)
