A complaint allegation was received on 1/3/2024 alleging that the entire camp was one very unqualified younger man named ZP who was not supervising the kids at all. When child (SW 5y/o )was picked up, staff did not even know where she was at and he found her in the bathroom with other girls who were older playing married and kissing each other on the lips. ZP admitted that he did not know where SW was when parent arrived and stated he did not know how long she was in there because they are not allowed to follow. The children and running wild and all age groups are together with no supervision. A complaint inspection was conducted on 1/4/2024 and statements from the Director (SC)and winter camp staff was received (ZP and LG). Per winter camp staff member (ZP), he stated that he knew the child was in the restroom. At the time the parent arrived, there were some children watching toy story, some doing art at the tables and others using the restroom. There were 2 girls coming out of the restroom (SW and SS)and 2 girls going in. The restroom doors are closed and staff members were sitting at the tables with groups of children. Both children were spoken to and they were blaming each as being the one that initiated the kiss in the restroom. Per winter camp staff member (LG), she was unaware of anything that occurred because she was sitting at the table helping other children. Per Director (SC), All the children are cared for in the cafeteria and they do not have the freedom to roam around campus. Director spoke with the other child (SS) and she alleges the 5y/o, SS, is the one that initiated the kids in the restroom. This complaint is deemed substantiated for inadequate supervision as the two staff members that were providing care were not assisting the children in the restroom area allowing two girls to enter and play in it
