23-02 · Fire Drills
The last fire drill was conducted on 11/1/2024 with Licensing Specialist. The fire extinguisher certification(s) are valid until 08/2025. The annual fire inspection was conducted on 10/30/2024. During the time of inspection, Licensing Specialist observed the annual fire inspection was conducted on 10/30/24 but was not approved. The director was given until 11/15/24 to come into compliance with this standard. During the time of inspection, the Owner advised the Licensing Specialist that there are 7 employees. During the time of the inspection, the Licensing Specialist monitored 7 of the 7 employee records. During the inspection, Licensing Specialist observed 1 staff member who did not complete the required 10 hours of in-service training. The director was given until 12/1/2024 to come into compliance with this standard. During the inspection, Licensing Specialist provided technical assistance, CCF Handbook, Section 4.2.7 A-D Annual In-Service Training Upon successful completion of the 40-hour introductory training requirements, child care personnel must complete a minimum of 10 clock-hours or one CEU of in-service training annually during the states fiscal year beginning July 1 and ending June 30.A. At the time of inspection licensing specialist observed and photographed old snacks mixed with new snacks with snacks in incorrect packaging. Licensing specialist informed the owner that the snacks needed to be discarded as they were not labeled with the date of opening. However, the owner refused to throw away the opened mixed snacks food. Be sure to complete by due date. At the time of inspection licensing specialist observed that the water bottles were missing from the first aid kits on the bus and inside the facility. Be sure to complete by due date. At the time of inspection licensing specialist observed and photographed three expired (children ibuprofen) stored in the kitchen cabinet next to the first aid kit without their original containers. 07-04 · Vehicle Requirements
7-4: Staff advised that the facility only transports School Age children enrolled during Spring Break, Summer Break and Winter Break. During the inspection, the director advised that currently there is one transportation vehicle, a 2013 Ford Ecolonline (00384) that is insured through Philadelphia Indemnity with an effective date of 4/20/2022. The director advised that they could not find their current vehicle inspection, however they advised that it was completed in May 2022 and will be due for a new vehicle inspection in May 2023. 07-06 · Vehicle Requirements
7-6: During the inspection, Child Care Regulation observed that the vehicle had a vehicle alarm installed, however the vehicle alarm was not audible 500 ft away. Child Care Regulation measured the distance at the request of the provider and could not hear the vehicle alarm between 350 ft and 400 ft. The owner advised that the vehicle alarm was approved during the routine inspection conducted on 6/16/2022. The owner advised that they purchased the vehicle alarm from the approved manufactured list on the Departments website and had a mechanic install the alarm accurately. During the inspection, Child Care Regulation provided technical assistance, F. By January 1, 2022 all vehicles used by child care facilities to transport children must be equipped with a reliable alarm system approved by the Department which prompts the driver to inspect the vehicle for children before exiting the vehicle. 1. Approved alarm systems must meet the following criteria: a. The alarm system must be armed or activated automatically when the vehicles ignition is turned on. b. The alarm system must be designed and installed so that the vehicle horn, siren or other type of audio alarm will sound if the driver/staff member does not walk to the rear or, in the case of a passenger van, the side entry point of the vehicle, to manually shut off or deactivate the alarm. c. The time delay from the time the ignition is turned off after activation of the alarm system until the alarm sounds shall be no longer than one minute. d. The alarm must be audible from the distance of 500 feet from the vehicle. e. The alarm system must be installed so that the driver must walk to the back of the vehicle to reach the deactivation mechanism. Deactivation mechanisms installed in locations that do not require the driver to walk to the back of the vehicle and view all seating areas will not be acceptable

12-03 · Facility Environment
During the inspection, the provider advised that there are two dogs on the premises. Both of which are current on their vaccinations, one of which is current until 2/9/2024, and the other is current until 7/19/2023. 12-3: During the inspection, Child Care Regulation observed the owners 2 dogs were on the playground, no children were present. While the dogs were on the playground, Child Care Regulation observed 1 of the dogs peeing on the ground cover (hay) and on some of the childrens equipment (small, plastic picnic bench). During the inspection, Child Care Regulation provided technical assistance, All child care facilities must be clean, in good repair, free from health and safety hazards and from evidence of, or presence of, vermin infestation. 13-3: During the inspection, Child Care Regulation observed Chemicals accessible to the children in care in the VPK/Sharks room, in that there was a container of Hand Sanitizing wipes on the counter at a height where the children could reach. Staff removed the hand sanitizing wipes. On the playground there was a large, unlocked shed. Child Care Regulation entered the shed and observed Home Defense Insect Killer, and Castrol oil. Staff locked the shed. Child Care Regulation opened a plastic storage chest on the playground and observed bug remover washer fluid, premium recycled latex paint and Valvoline oil. Staff added a lock to the plastic storage chest. This is being marked corrected at the time of the inspection. During the inspection, Child Care Regulation observed that a BB gun was on the premises and accessible to the children in care. Child Care Regulation observed the BB gun leaning against the wall in an opened closet connected to the VPK/Shark classroom with children inside the room (The childrens napping were also being stored in the same closet). Staff advised that it was their sons BB gun and did not know that it was there. The BB gun was removed. This is being marked corrected at the time of the inspection. 13-6: During the inspection, Child Care Regulation observed alcohol on the premises and accessible to the children in care. Child Care Regulation observed an open bottle of alcohol (Connells caramel country cream 13.9% alc. By vol) on the bottom shelf in the refrigerator door in the VPK/Shark classroom. There were children in the classroom and the refrigerator was not locked. Staff advised that they did not know that the alcohol was in the refrigerator. The alcohol was thrown out. 23-08 · Fire Drills
23-8: The fire extinguisher certification(s) are valid until 7/2023. The annual fire inspection was conducted on 8/25/2022. The owner advised that the facility conducted a fire drill in February 2023, however it was not documented on the fire drill log. During the inspection, Child Care Regulation provided technical assistance, A current attendance record and parent contact information must accompany child care personnel out of the building during a drill or actual evacuation and be used to account for all children. The operator must maintain a written record of the fire drills showing the date, number of children and child care personnel in attendance, evacuation route used, and time taken for all individuals to evacuate the premises. 33-3: During the inspection, Child Care Regulation observed 2 child care personnel that did not start the DCF 40 hours of introductory training within 90 days of their child care industry start date.
