Licensing Specialist came out for a School Readiness inspection and upon arrival was greeted by the homeowner. Homeowner stated that she had called ELC to cancel her SR contract due to lack of SR enrollment. When asked if specialist could still proceed with the inspection homeowner denied access. Homeowner also mentioned that in the past licensing specialists would call in advance to let them know of their upcoming visit and she stated that she would allow the specialist to come back at a later time to conduct the inspection. Licensing specialist then left after the denial of access
