11-03 · Child Discipline
The two staff members failed to follow the discipline policy as both staff members are seen on video grabbing a child by both of her arms leaving a bruise. One staff member grabbed the child by both arms in the classroom while the other teacher grabbed the child when they were outside on the playground. Both teachers admitted to grabbing the child by the arm. 2.8 Child Discipline A. The child care facility shall adopt a discipline policy consistent with Section 402.305(12), F.S., including standards that prohibit children from being subjected to discipline which is severe, humiliating, frightening, or associated with food, rest, or toileting. Spanking or any other form of physical punishment is prohibited. B. The child care facility operators, employees, and volunteers must comply with written disciplinary and expulsion policies The facility is to conduct an all-staff meeting discussing the importance of following the discipline policy. A copy of the discipline policy is to be signed by each staff member and placed in their staff folder. The signature will indicated that they have read and understand the policy. A copy of the meeting notes including signature of all staff in attendance and a copy of the discipline policy is to be provided to the specialist as corrective action. The facility is also to derive a safety plan discussing the steps that they will take to prevent an incident of occurring again. Safety measures should be put in place to assist the staff when behavioral problems occur in the classroom that they have safety measures in place to prevent the teachers from becoming overwhelmed. Refer to the supplemental for the child who needs an updated record for their file. 7.1 Immunization Records The child care facility is responsible for obtaining for each child in care a current, complete and properly executed Florida Certification of Immunization form Part A-1, B, or C, DH 680, which is incorporated by reference in 65C-22.001(7)(o), F.A.C., or the Religious Exemption from Immunization form, DH 681, which is incorporated by reference in 65C-22.001(7)(p), F.A.C., from the custodial parent or legal guardian. DH Form 680 and DH Form 681 may be obtained from the local county health department. Refer to the supplemental for the staff member who has been in the industry since 2019, has not completed the required training in order to work in the child care industry. 4.1 Beginning Training Child care personnel including volunteers who work 10 hours or more per month must begin training within 90 days of employment in the child care industry and successfully complete Departments training within 12 months from the date training begins.
