Complaint alleges that on 05/11/2026 at 11:30am-1:00pm, the teacher hit the child with a ruler five times on her back because she wasnt paying attention. The child sustained red marks on her back. The teacher denied hitting the child. The teacher said she disciplines the children by talking to them firmly. FINDINGS: A complaint inspection was conducted on 5/14/2026 and a statement from the director was received. Per the director, the allegations were brought forward the morning of Tuesday, 5/12/2026. When grandma brough the child in, the director asked the child what happened in front of the grandmother and the child didnt say anything. She saw the childs back and she only had a little scratch near her shoulder but the grandma said that wasnt the location of the mark. The grandmother said the mark was toward the middle of the childs back but it was not visible to the director. The director was asked if there are other allegations made against the teacher to which she stated no and that the parents love her. This complaint is unsubstantiated. During the course of the complaint inspection, a conversation with corroborating agencies revealed that there has been at least one other inappropriate interaction allegation made against the teacher. It also revealed that a video was shown to BSO investigators who expressed concern with the teachers interaction with a child. Per DCF Investigators, a statement from the child A was collected. Child A stated that she gets hit by the teacher and when asked if there are other children that get hit, she stated yes, Child B got hit in the head. Child Bs parents information was collected and parent contacted. The parent confirmed that Child B informed her that the alleged perpetrator hit her in the head. The parent brought the allegations to the schools attention who then transferred the child to another classroom. Per BSO investigators statement, the video was reviewed during their investigation. Child A was not seen being hit by the teacher on 5/11/2026. The teacher was seen hitting another child on the head with both hands. She had an object in her hand that she used to direct the children. At one point, Child A could be seen standing up and the director used the object to point at the child so the child sat down. She is also seen using the object in her hand to tap/hit other children to get in line or to do as she says

During the course of a complaint inspection, as I entered the play area to get a statement from one of the teachers for a complaint investigation the following out-of-ratio groups were observed; 2y/o and 3y/o 1:23 The director stated that the other teacher (M) was serving snacks. 3y/o 1:22, The 3y/o teacher CB stated that the other teacher was in the bathroom. The other teacher (TK) came out a few minutes later. Ms. TK looked like a teacher I had seen in the 1y/o class earlier so I proceeded in the building to the 1y/o class and saw the class out of ratio; 1y/o 1:12, At this point, the director stated "let me go to my class" and entered the 1y/o classroom to meet ratio. When I arrived to conduct my complaint inspection, the director was covering ratio in the after school age room with co-teacher WD

During the course of a complaint inspection, the following was observed; There were two aftercare rooms, one was occupied with 25 school age children and 1 staff member (WD). The second room was occupied with 16 school age children and no adult in the room. The two rooms were adjoining by a door and the door was kept closed . A school age child was observed coming out through the door into the room where 25 children occupied the space, so I proceeded to open the door and enter the other room, I saw the lights off in the room and the children sitting on the floor in all four corners of the room. Some children were behind tables, others in the centers. They appeared to be hiding. When I asked if they were playing hide and seek they said no so I asked if they were told to hide, and they said yes. A notice of violation is being issued for a lack of direct supervision. An attendance for this group was not present

Attendance was recorded for the school age group but it was not accurate in that it was missing 6 children. 35 children were marked present on the aftercare attendance and there were a total of 41 school age children in total. The groups were split into two groups. There were 25 children with 1 staff member and 16 children in a room without a staff member. In the 2s and 3s class, there were 19 children marked present at around 4:00PM. When counted the children in the group, I counted a total of 23 children present with 1 teacher. TA was provided that attendance must be accurate and account for all the children in the group
