17-7: During the inspection, Licensing Specialist observed that the chain link fence on the Preschool Playground was at ground level, however the chain link portion of the fence was not attached/anchored/tied to the metal poles in the ground, allowing for the bottom of the chain link fence to be pushed back, giving a child the opportunity to crawl under the fence. During the inspection, Licensing Specialist provided technical assistance, The outdoor play area must have adequate fencing or walls a minimum of 4 feet in height. Fencing, including gates, must be continuous and must not have gaps or opening larger than 3 inches that would allow children to exit the outdoor play area. The base of the fence must remain at ground level and be free from erosion or build[1] up to prevent inside and outside access by children or animals. These areas must have at least two exits, with at least one being remote from the buildings. If an outdoor play area was approved for usage by the Department prior to October 25, 2017, no new exits are required to be added to meet this standard. During the inspection, CCR observed that the last fire drill was not conducted annually in that the last fire drill was conducted on 7/21/23. The provider brought this standard back into compliance at the time of the inspection by doing a fire drill with CCR. During the facilitys license year, fire drills utilizing the alarm system, approved by the local fire authority, must be conducted monthly at various dates and times when children are in care. A current attendance record and parent contact information must accompany child care personnel out of the building during a drill or actual evacuation and be used to account for all children. 07-06 · Vehicle Requirements
During the inspection, CCR observed that the program's vehicle(Dr. Seuss Bus) was monitored at time of inspection. The installed vehicle alarm was not in working condition in that it could not be heard from the distance of 500 feet from the vehicle. The director was given until May 25, 2023, to come into compliance with this standard. During the inspection, CCR provided technical assistance, regarding the maintaining of the vehicle alarm. CCF Handbook, Section 2.5.4, F - F. By January 1, 2022 all vehicles used by child care facilities to transport children must be equipped with a reliable alarm system approved by the Department which prompts the driver to inspect the vehicle for children before exiting the vehicle. 1. Child Care Regulation observed that the alarm in both vehicles was not in working condition. "2.5.4 Vehicle Requirements For the purpose of this section, vehicles refer to those owned, operated or regularly used by the child care program, and vehicles that provide transportation through a contract or agreement with an outside entity. Parents/guardians personal vehicles used for transporting during field trips are excluded from meeting the requirements of this sub-section. A. All vehicles regularly used to transport children must be inspected annually by a mechanic to ensure that they are in proper working order. Documentation by the mechanic must be maintained in the vehicle. B. The maximum number of individuals transported in a vehicle may not exceed the manufacturers designated seating capacity or the number of factory installed seat belts. C. When transporting children, staff-to-child ratios must be maintained at all times. The driver may be included in the staff-to-child ratio if he or she meets screening and training requirements. D. All child care facilities must comply with the insurance requirements found in Section 316.615(4), F.S. Documentation shall be maintained at the facility. E. The interior of vehicles, when being used to transport children, must be maintained at a temperature comfortable to children (between 65- and 82- degrees Fahrenheit). The vehicle can be ventilated either by mechanical or natural means to maintain the temperature. F. By January 1, 2022 all vehicles used by child care facilities to transport children must be equipped with a reliable alarm system approved by the Department which prompts the driver to inspect the vehicle for children before exiting the vehicle. 1. D. If the custodial parents or legal guardians need assistance concerning these requirements, the facility shall refer them to the Department of Health or to the childs physician. E. Medical records in this section are the property of the custodial parent or legal guardian and must be returned to them when the child withdraws from the facility.
