FSC counselor observed a 2 year old class with 12 children and 1 teacher. The ratio was brought into compliance once the oldest three year old child was moved to the 3 year old classroom. 2.3 Ratios The staff-to-child ratio, as established in Section 402.305(4), F.S., is based on primary responsibility for the direct supervision of children and applies at all times while children are in care.
