Upon arrival to the facility, FSC observed that 1-year and 2-year old classroom had 8 children with 1 staff. FSC asked where the second staff was and she was in the playground, and she peeked inside as the window connecting the playground to the classroom was open. That staff then came inside with three additional children. And the staff that was in there originally, left the room. FSC stated that the second is pregnant and was at a medical appointment. As FSC continued to do ratio, the staff that was originally was in the 1-year old classroom was in the infant classroom. Per director, she (director) is the second staff in the infant classroom. At 11:18am, a 9th child entered the infant/ 1-year old classroom and FSC informed director a third staff was needed to meet ratio requirements
