FSC observed a classroom with 9 three year old children monitored by a personnel who did not possess the adequate credentials (ex: 45 hours). Completed at time of inspection as the personnel left and the new teacher arrived to take over the classroom. 2.3 Ratios The staff-to-child ratio, as established in Section 402.305(4), F.S., is based on primary responsibility for the direct supervision of children and applies at all times while children are in care.
