03-01 · Technical assistance was provided that the staff-to-child ratio, as established in Section 402.305(4), F.S., is based on primary responsibility for the direct supervision of children and applies at all times while children are in care. 2.3.1 Mixed Age Groups A. In groups of mixed age ranges, where children under one year of age are included, one child care personnel must be responsible for no more than four children of any age group, at all times. B. In groups of mixed age ranges, where children one year of age but under two years of age are included, one child care personnel must be responsible for no more than six children of any age group, at all times. An additional staff went into the 1-year old and 2-year old classroom and the standard returned to compliance. FSC observed 15 children in a mixed ages classroom of 1-year and 2-years old. During initial ratio walk-through, staff stated the classroom was older 1-year old and 2-years old. FSC let staff know a 3rd staff was needed to meet ratio as the 1-year old ratio (1 staff with 6 children applies). The staff walking through the classrooms with FSC and the two staff in the classroom stated that the classroom had no 1-year old children and they were all 2 years old. FSC reviewed children files for all children in the classroom and 4 children are still 1-year old. Ratio at Time of Arrival: Infants - 2:7 1-Year Old - 2:9 1-Year Old and 2-Years Old - 2:15 2-Years and 3-Years Old - 2:18 + 1 child with 1 therapist in playground area 4-Years Old - 2:16 VPK - 2:14
