23-01 · Fire Drills
During the time of the inspection the Licensing Specialist observed that the facility did not have a current annual fire Inspection. The fire inspection was dated 9/20/23. Per the DCF Handbook A. Unless statutorily exempted, all child care facilities must conform to state standards adopted by the State Fire Marshal, Chapter 69A-36, F.A.C., Uniform Standards for Life Safety and Fire Prevention in Child Care Facilities. A copy of the current and approved annual fire inspection report completed by a certified fire inspector must be on file with the licensing authority. If the program is granted a fire inspection exemption by the local fire inspection office, the exemption must be documented and maintained on file at the program

During the inspection, Licensing was able to observe video showing that the facility did not follow their written disciplinary policies in that a child was observed having to sit on the floor near the bathroom door for approximately 7 minutes, where the policy states that the child would be "sitting in a chair apart from other's unless the group is engaging in a physical activity, active play or playground time. Children may not be denied active play as a consequence of misbehavior". Furthermore, the teacher later admitted that she did pull the child by the arm, advising that it was a "stressful situation" and she was she told the child to stay with her so he would not bite other children. The child was observed crying on the video after the teacher pulled his arm, however he did not sustain any injuries. This is being marked as completed during the time of the inspection, as the child is no longer enrolled at the facility. During the inspection, technical assistance was provided: "The child care facility operators, employees, and volunteers must comply with written disciplinary and expulsion policies"

30-14 · Diapering
During the complaint inspection, the Licensing Specialist Supervisor observed that there was no posted diaper changing procedures posted in the three's bathroom (jack and jill bathroom). During the inspection, the Director advised that they do stand-up, pullup/diaper changes. During the inspection, the Licensing Specialist Supervisor asked the director to create procedures and post them in the bathroom where the changes are taking place. The Director created the diaper changing procedures and posted them in the bathroom, therefore this is being marked as completed during the time of the inspection. During the inspection, technical assistance was provided, " Diaper changing procedure must be posted in the changing area and followed to protect the health and safety of children and child care personnel."
