On the day of the inspection, it was observed by the Licensing Specialist and the Government Operations Consultant 1, that there were 11 children to 1 teacher. The one and two year olds were mixed together while the facility was waiting for the additional teacher to arrive which was noted that she comes in at 9am. Technical support was given to the owners, Handbook 2.3.1 Mixed Age Groups in groups of mixed age ranges, where children one year of age but under two years of age are included, one childcare personnel must be responsible for no more than six children of any age group, at all times. The Licensing Specialist and the Government Operations Consultant observed the following ratios on the day of the investigation: 1:11 1 & 2 year olds 1:10 3 year olds 2:18 4 & 5 year olds

On the day of the inspection, the Licensing Specialist and the Government Operations Consultant 1 reviewed video, provided by the center from the January 24, 2025, that showed the biting complaint. In the video, it is shown that the teacher was attending to another child and not directly watching the children who were fighting over toys when the incident occurred. During the inspection, February 10, 2025, two children were also observed by the Licensing Specialist and the Government Operations Consultant, on the day of the inspection, February 10, 2025 to be in the two year old room, they had walked from the one year old room while transitioning to the two year old room and were observed alone while the teacher was seen in the doorway picking up another child to bring them into the two year old room. No one was directly watching the two children who were observed alone until the teacher could arrive. A picture was taken of this
