On 2/28/24 ELC agent monitored Kid City USA Leesburg in the morning and they were out of capacity in the 3-yearold room: Two (2) teachers to 14 children, with a capacity of nine (9). They were able to move children around and came back in capacity At the time of inspection, Family Services Counselor provided technical assistance that each room routinely used as a classroom must provide the minimum 35 square footage of usable indoor floor space per child
