    07-05 · Ratios of Personnel to Children Group: Sec. 7-33, Ordinance, DCF Handbook, and Sec

    During the course of a complaint inspection related to discipline the following non-compliance was observed; A child was observed sleeping, or attempting to sleep on top of a stack of cots. I proceeded to ask the teacher why the child was sleeping on top of a stack of cots to which she responded that it was because the child "didn't bring sheets. The other children had sheets and blankets and she didn't". I proceeded to inform her that it is not an excuse for allowing a child to sleep on top of a stack of cots. The teacher proceeded to tell the child that she could sit at the table if she didn't want to lay there, but the child remained on top of the stack of cots. The child's needs were not met in this instance, as the teacher did not provide her with the cot or bedding. This is the third occurrence of this non-compliance in a 2-year period. Previous non-compliances were issued on 3/18/2025 and 4/2/2025. A Notice of Violation was issued on 4/2/2025. Therefore, a second Notice of Violation is being issued on this inspection

    07-05 · Ratios of Personnel to Children Group: Sec. 7-33, Ordinance, DCF Handbook, and Sec

    The licensing monitor observed the VPK classroom without a teacher present. When the monitor brought this concern to the attention of the teacher returning from the restroom, the VPK teacher stated the 4's teacher in the partitioned classroom next to VPK was watching the children for her. The 4's classroom teacher was not in line of sight of the VPK classroom. The monitor informed the teacher, director, and program owner of the inadequate supervision requirement. The following ratios were observed: 2's 1:5, 1:9 3's 1:11, 1:14 4's 1:13 VPK 1:16 (Ratio brought into compliance when the teacher returned to the group) Following progressive enforcement procedures, a Notice of Violation is being issued for Inadequate Supervision as this standard was previously cited out of compliance on 3/18/25

    10-01 · Child Discipline/Child Abuse

    During today's revisit inspection unrelated to discipline, I observed a teacher on the playground, sitting on a bench, bent over and yelling at a child's face while she held his hands, then she proceeded to slap him on the hand. I rushed to her and on my way to her I said "hey, hey, hey! you don't do that" but she did not turn to me. When i arrived at the fence I said "you don't do that" and we started to have a discussion at that point. The teacher was telling me that the child slapped her so she hit him. I reminded her that she is not his mother and that she has no right to hit the child. She proceeded to tell me that he has been hitting her since yesterday and that she isn't going to let him keep hitting her. I reminded her that she is an adult, the child is two years old and she cannot put her hands on the children. A notice of violation is being issued. The section number cited above in incorrect. The correct section number is Sec. 7-34, Ordinance and Section 2.8(F), Handbook

    28-01 · Handwashing Facilities and Use Group: Sec. 7-5.05, Ordinance and DCF Handbook Sec

    The section number cited above is incorrect. The DCF Handbook rule - 3.10.2A states that When children in diapers are in care, a hand- washing station that includes a sink with running water, soap, trash receptacle, and disposable towels or hand drying machines that are properly installed and maintained shall be provided in the room or in an adjoining area which opens into the room. The two rooms being used for diapering were not equipped with diapering tables and sinks for handwashing. One room had 12 children and of the 12 children, only one was potty trained. All other children required change on a mat and teacher is not able to wash hands until she gets a chance to. The teacher applies hand sanitizer after diapering. TA was provided on requirement for rooms that include children in diapers

    This item was not out of compliance during the previous inspection, however during this revisit inspection the lunch being served (beef patty, variety bags of chips, and juice) was not nutritionally complete with the required food groups. This has been a reoccurring issue and will be marked out of compliance during this inspection. If a child care facility provides food to children in care, it must provide nutritious meals and snacks of a quantity and quality to help meet the daily nutritional needs of the children. The USDA MyPlate is to be used to determine which food groups to serve at each meal or snack serving size and age appropriateness of the selected foods for children. Copies of the USDA MyPlate dieting guidelines, incorporated by reference in 65C-22.001(7)(t), F.A.C.     During the course of complaint inspection, child EB was observed walking the main hallway by the lunch room toward the south end of the hallway to the 2y/o classroom. The child went into the older 2y/o classroom in the hallway and came back out. When he came back into the hallway, he continued walking to the end of the hallway to the younger 2s classroom. We followed him into the classroom where the teacher informed us he was meant to be in that class. TA was provided that direct supervision is required at all times
