Complaint alleges that during breakfast time the facility out of ratio with [2] staff personnel supervising [32] children aged Infants - 4 years. FINDINGS: An on-site complaint inspection was conducted on 01.20.26. In groups where children of varying ages were combined, a staff-to-child ratio of [1] staff for [19] children, aged [5 months - 5 years] was observed. Both teacher and program director stated the facility's operating out of ratio the past couple months due to teachers having the flu virus, a lot of staff have called out sick. The program director stated she's currently hiring new staff and working on a plan of action to prevent future non-compliances. This complaint is substantiated for out of ratio as the program was observed out of ratio during today's complaint inspection. In groups where children of varying ages are combined, the staff-to-child ratio shall be based on the youngest child in the group
