The owner admitted to using an object covered with a sock, which she would bang on the desk while speaking in an elevated tone. Upon further observation, the Licensing Specialist determined that the object was a black plastic spoon covered with a white sock. During the interview, the owner demonstrated her behavior multiple times. It was observed that her actions appeared aggressive and intimidating, even toward adults. Given that this behavior was directed at young, vulnerable children, some children expressed fear of the object (spoon), though they clarified that they were never physically harmed by it. The Florida Handbook 8.2C states the following: Childcare personnel must appropriately interact with children to foster a healthy, safe environment that will encourage the childs physical, intellectual, motor, and social development. Interactions with children that are aggressive, demeaning or intimidating in nature are strictly prohibited. Corrective Action Plan: The Licensing Specialist spoke with the Owner/Director about intimidating and aggressive behaviors. The Owner/Director stated that all use of the object in a manner perceived as intimidating or aggressive will immediately stop. She will use other positive techniques to acquire the children's attention. This issue was resolved 2/11/2025. Plan of Action (POA): The Licensing Specialist provided three area of the POA due to prior safety concerns of the director/owner. 1. The owner must immediately cease using any object to bang on surfaces to gain children's attention. 2. The owner must refrain from raising her voice in a manner that could be perceived as intimidating or aggressive toward the children. 3. Owner/Director & staff training should be conducted on positive behavior management techniques that are appropriate for young children
