14-09 · Outdoor Time, Fencing and Play Area Requirements FDCH/LFCCH Handbook
The FSC observed during the time of inspection that the provider's gate had a gap that was wider than 3 1/2 inches wide that would allow children to exit and go into another fenced-in area that had various safety hazards such as a tarp with water, broken and sharp objects on the ground, rusted and broken materials. The FSC gave the following TA from the Florida Handbook as follows. 3.5 Outdoor Play Area F. The outdoor play area must have adequate fencing or walls a minimum of 4 feet in height. Fencing, including gates, must be continuous and must not have gaps or opening larger than 3 inches that would allow children to exit the outdoor play area. The base of the fence must remain at ground level and be free from erosion or build-up to prevent inside and outside access by children or animals. These areas must have at least two exits, with at least one being remote from the buildings. If an outdoor play area was approved for usage by the Department prior to October 25, 2017, no new exits are required to be added to meet this standard. However, if outdoor play area fencing is changed then the standard would apply, and two exits must be provided. The Classification Summary states the following. 17.6 The facilitys fencing walls or gate area had gaps that could allow children to exit the outdoor play area. Corrective Action: The provider will have ten days to comply with the above standard, which will be due on 4/10/2024

The FSC, upon inspection, observed that the provider's smoke detector was not operable (battery) during the inspection. 06-01 · Background Screening Requirements FDCH/LFCCH Handbook
FSC reviewed background screening and a household JWS member had elapsed the 5yr timeframe for BGS. Counselor will give provider 5 days to complete household members background screening. The Handbook states the following in Section 4.1 Operators, household members (adults and children 12 to 17 years of age), substitutes, volunteers and Large Family Child Care Home employees must have a level 2 background screening clearance from the Department prior to obtaining a license, residing in the home, employment, or volunteering unsupervised with children. The employer/owner/operator must review each employment application to assess the relevancy of any issue uncovered by the complete background screening, including any arrest, pending criminal charge, or conviction, and must use this information in employment decisions in accordance with state laws. Provider will have 5 days to complete background screening on 4/10/2023

FSC observed that the outside fencing was broken and a part of the yard past the gate was accessible to children. FSC observed the yard to have some litter and hazzards materials that needed to be removed from the yard. FSC provided the following Technical Assistance. The Florida Handbook states the following. 7.6,A Outdoor Play areas shall be clean, in good repair and free from litter, nails, glass, and other hazards. Provider will have 5 days to be in compliance with the Florida Statutes
