40-08 · Access/Child Safety SACCF Handbook
Provider was cited on 12/02/2024 for an employee, listed on the supplemental page, not completing the required 40 hours of DCF training within the time frame allowed. On 12/13/2024 provider emailed licensing specialist a copy of the employee's transcript showing that the trainings were complete. Licensing Specialist did the reinspection. Provider was fined $25.00 for the citation because this was the third violation for the same offense. The provider was informed of the appeal process. According to the provider, the employee had completed the training based on the transcript provided to the Department. The Training Transcript from the Department's website was reviewed and it did not match up with the transcript provided by the provider. The Department's transcript showed the employee not completing the 40-hour Training. Additionally, the certificates numbers on the transcript were researched and the certificates were issued to a totally different person. This Licensing Supervisor contact the provider and informed her of the discrepancy in the transcript provided to the Department. The provider investigated and substantiated the findings that the transcript provided to the Department was not valid. Technical Assistance was provided. 47.8 Child care personnel misrepresented information, impersonated, or provided fraudulent information related to the child care facility to a parent/guardian, licensing authority, or law enforcement. s. 402.319(1)(f), F.S. Per provider, the parties involved have been dealt with. The employee was fired and Director placed on suspension. Correction action and protocols have been established to ensure that this does not occur again. The administrative fine for the training violation has been paid. Counselor gave technical assistance from the School Age Handbook: 4.2.1 Mandated Introductory Training Child care personnel, including volunteers that work 10 hours or more per month, must successfully complete 40 hours of child care training as evidenced by successful completion of competency examinations offered by the Department or its designated representative with a weighted score of 70 or better. Counselor observed one staff member with employment date at facility of 10/23/2023 that did not begin the introductory training until 2/15/2024. Counselor gave technical assistance from the School Age Handbook: 4.1 Beginning Training Child care personnel must begin training within 90 days of employment and successfully complete the Departments training within 12 months from the date training begins. Training taken prior to employment in the child care industry does not constitute begin training. The begin training timeframe begins at the time of employment in the child care industry. Training completion may not exceed 15 months from the date of employment in the child care industry in any licensed Florida child care facility. This may be accomplished by classroom attendance in a Department-approved training course, acquiring an educational exemption from a Department-approved training course, beginning a Department-approved online child care training course, or by receiving results from a Department-approved competency examination. The child care program is responsible for obtaining training documentation from child care personnel.
