LS observed an employee who had not completed his Early Literacy course and the remaining School Readiness course SAFESR. LS gave technical assistance from the handbook: 4.2.2 Early Literacy Training Pursuant to Section 402.305(2)(e)5., F.S., all child care personnel must complete a single course of training in early literacy and language development of children ages birth through five years that is a minimum of five clock hours or .5 CEUs. Early literacy training must be completed within 12 months of date of employment in the child care industry. LS observed the Director did not have a written policy regarding potty training or discipline/intervention procedures that provide specific guidance on what child care personnel should do to prevent and respond to challenging behaviors. The child's mother also stated he had a developmental delay in his enrollment forms. Provider was not able to present any policy to LS. LS gave technical assistance from the handbook: 2.8 Child Discipline E. A copy of the current disciplinary and expulsion policies must be available for review by the parents or legal guardian and the licensing authority. Providers must have a comprehensive discipline policy that includes developmentally appropriate socialemotional and behavioral health promotion practices, as well as discipline and intervention procedures that provide specific guidance on what child care personnel should do to prevent and respond to challenging behaviors. LS observed several children sleeping with blankets in the cribs. LS asked employee to remove blankets and the employee declined to get back in compliance. LS provided technical assistance from the handbook: C. Children must not be placed in the cribs, playpens, play yards or other sleeping and napping bedding with items that could pose a strangulation or suffocation risk. LS had told Director on 2-6-2025 that an employee would need to complete training to be in care of children or he can be placed as other personnel. Director decided to place him as other personnel on 2-6-2025. Upon arrival on 4-4-2025, LS observed the two year old room during naptime and noticed the same employee in charge of the classroom, he did not have the training completed for early literacy nor the School Readiness course SAFESR. 4.5 Documentation of Training The Departments training transcript is the only acceptable verification of successful completion of the Departments training, early literacy courses and school-age training documentation. 5.2 Re-Screening A screening conducted under this rule is valid for five years, at which time a re-screen must be conducted in the same manner as the initial screening. A. The five-year re-screen is required for all child care personnel. B. The five-year re-screen must include, at a minimum, a criminal records check (both national and statewide), a sexual predator and sexual offender registry search, and child abuse and neglect history of any state in which an individual resided during the preceding 5 years. C. Child care personnel must be re-screened following a break in employment in the child care industry that exceeds 90 days. During inspection, counselor observed staff leaving the two year old classroom to answer front door. Counselor also observed teacher VK leave classroom to make copies in the front office. Staff stated that EK was watching children who was listed as other personnel. TA was provided to director to have other personnel answer front door and day to day needs of teacher requests. CCF Handbook 2.4 Supervision 2.4.1 General Supervision Requirements A. Child care personnel must position themselves in the outdoor play area so that all children can be observed and directly supervised. B. Child care personnel must be assigned to provide direct supervision to a specific group of children and be with that group of children at all times. Children must never be left without child care personnel supervision inside or outside the facility, in a vehicle, or at a field trip location. C. Supervision standards apply at all times away from the child care facility, including during field trips, outdoor play, and when picking up or dropping off children at designated locations, such as bus stops, school, or a childs home. Counselor observed 9 two year old children and 3 one year old children to two staff. The staff failed to have the one year old's signed in on roster. 7.5 Daily Attendance Daily attendance of children must be taken and recorded accurately by the child care personnel, documenting the time when each child enters and departs the program. The correct ratio should have been 6 children with 1 staff because one year old were in the group. 5 Infants with 1 staff. The correct ratio should have been 4 infants with 1 staff. 7 one year old children with 1 staff. The correction ratio should have been 6 - one-year olds with 1 staff. Mixed group of 3-year-olds and 4 years old: 23 children with 2 staff (Children were on the playground) This was corrected during time of investigation by moving children into different classrooms, sending one infant child home and another child left the program
