During today's complaint investigation the Licensing Specialist determined that on the Licensing Specialists arrival, two individuals were seen leaving the facility through the backdoor. One of the individuals was recognized as the same individual who presented without a background screening on the previous renewal inspection. The other was in the one year old classroom with another (screened) personnel. Initial Screening A screening must be conducted as a condition of employment. The employer/owner/operator should review each employment application to assess the relevancy of any issue uncovered by the complete background screening, including any arrest, pending criminal charge, or conviction, and should use this information in employment decisions in accordance with state laws. A. While asking for all personnel files, the licensing specialist was not given a file for the personnel in the three-year-old classroom. The director advised that the individual didn't have one and was unscreened. The licensing specialist informed the director that the individual had to leave the premises and could not come back until screening is done and cleared for DCF Child Care. A qualified personnel was then placed in the three-year-old classroom to be counted in staff to child ratio. Initial Screening A screening must be conducted as a condition of employment.
