Complainant alleges that on 4/3/2024 two children, EB and NM went outside and an outsider brought them back to the school. The doors do not have locks to keep them inside. Statements from the teachers (KL and RS) and Director (MD) were received. The Director initially claimed that she was not aware of any incident involving children leaving the facility and nothing happened on 4/3/2024. After speaking with the teachers, it has been confirmed that a lack of direct supervision occurred on 4/3/2024 and the Director was informed of the incident. Per Ms. KL, the incident happened in the morning around 9 am. She was changing a diaper when the children ran outside. Ms. KL stated that NM went out through the front door and EB accessed the lobby area but was caught before going outside. Per Ms. EB, the incident happened in the morning during drop-off time. The child was dropped off by his dad. He usually doesn't want to stay, cries and tries to go behind him. On this specific day, dad dropped him off inside the classroom and left. Teacher stated that she was preparing for circle time, near the back classroom door. She turned around and noticed that NM was no longer in the room. She looked out into the hallway and saw both, NM and EB running toward the lobby area. Parents were coming in and out so both the lobby door and main entrance door were open. Both children got past the lobby door, past the main entrance door, and into the front driveway of the school. When she went outside, she saw a male holding both children by the hands/arms. She proceeded to ask the male to give her the children in which he did. At this point, she proceeded into the building. She believed that NM was running outside to go find his dad and EB was running after NM to bring him back to class. This complaint is deemed Substantiated and a Non-compliance and Notice of Violation is being issued. The section number cited in the inspection report is incorrect.
