16-02 · Phone/Emergency Numbers Posted Group: DCF Handbook
A complaint allegation was received on 3/11/2024 alleging that Child Net has been attempting to contact the provider by phone but they are receiving a message stating, "The person you are trying to reach is not accepting calls." This matches the number in our records. A complaint inspection was conducted on 3/12/2024 and Inspector checked for a landline and did not see one. Per teacher, SC, they do not have a working landline and they use the Director's cell phone number instead. This complaint is Substantiated and a non-compliance is being issued as there must be at least one dedicated operable corded telephone that is neither locked nor located at a pay station that is available to all child care personnel at all times during the hours of operation

44-01 · Written Release Procedures Group: Sec. 7-8.10, Ordinance and DCF Handbook
A complaint allegation was received on 3/8/2024 alleging that the Case Manager from ChildNet, responsible for baby JR (5 months old), visited My Little House Preschool to pick up JR for a family visit. Unfortunately, the Child Advocate was given baby AB (also 5 months old) instead of JR. This error wasn't discovered until after the visit had concluded. The foster parent informed ChildNet of the mistake upon AB's return home. Both AB and JR are in the care of the same foster family. A complaint inspection was conducted on 3/12/2024 and a statement was received from the teacher (SC) who handed the child to the Child Advocate. Per teacher's statement, she confirmed that in fact, the child AB was handed to the Child Advocate instead of JR. Teacher alleges that this incident occurred because the Child Advocate asked for AB instead of JR. He did not show any documents authorizing him to pickup the child, he only wore a ChildNet badge that was almost illegible. The teacher contacted the school Director who was away at the time so that she can authorized the release of the child. Per Director's statement, she called the foster parent to authorize the pick-up. The Director stated that she didn't specify which child she was calling about, she only stated that ChildNet was there to pick up "one of the girls". The parent said yes, they can take her. Per the Office of Early Learning, Child Net acknowledges their role in this mistake but also points out the shared responsibility with the childcare provider. They stated that the case manager for JR would not ask for AB because they have different case workers. This complaint is Substantiated and a class 1 Non-Compliance and Notice of Violation is being issued
