A complaint allegation was received alleging that on Wednesday, May 17th the director of the daycare called mother at 4 pm because son was barely moving his right arm. It is believed it happened due to an incident when the boy pushed a girl out of the way and Ms. KG pulled him by the arm aggressively and with a mad face. This event happened in the morning around 11:30 am and parent was not notified until 5 hours later. Child was taken to the doctor and diagnosed a right nursemaid elbow and had to make a maneuver to collocate the joint in the right place. A complaint inspection was conducted on 5/25/2023 and a statement from the Director(AH) and assigned teacher (KG) was received for compliance. Per Director (AH), the teacher grabbed his hand to walk him to the sidewalk. As they walked, the child dropped to the floor while the teacher was still holding his hand. An incident report was created and signed by mom. Per teacher (KG), She brought the child to the front desk at 3:10PM, after naptime. The child initially complained of pain when he was taken to the sidewalk during playground time which happened at 11:39AM. The teacher sat with the child and had a conversation with him, she said she allowed him to go back to play but he decided to sit. The teacher alleges that child did not complaint about pain during lunch time at around 12pm. Naptime started at 1pm and ended at 3pm. When the child got up from nap, he once again complained about pain. At this point the teacher took the child to the front office to report the incident. Per the video footage, the teacher grabbed the child's hand/wrist and started walking him to the sidewalk. The child dropped his body down as if he didn't want to walk. The teacher then was observed pulling his hand up to prevent the child from dropping to the floor. She was observed pulling him up by the hand twice until he continued walking. When they sat on the sidewalk, the child was observed holding his wrist/arm. The teacher checked him and asked him to move his wrist up and down. She had a conversation with him at around 11:40AM. The child sat on the sidewalk until 11:51AM and the teacher approached him again and checked his hand asking him to move it up and down. After this, the child returned to play. This complaint is Substantiated for discipline policy not followed. The teacher was not observed pulling the child up aggressively as mentioned on the complaint but she was observed pulling the child up inappropriately by the hand to make him walk
