Licensing specialist observed hand sanitizer (labeled keep out of reach of children), within the reach of children on a basket in a basket accessible to the children in the VPK room (Picture was taken). Technical Assistance (TA) was given to the staff and director by the Licensing specialist explaining that these items must always be inaccessible and out of a childs reach. Items were removed and placed out of reach of children by the staff member, placing this standard back in compliance. All potentially harmful items, including cleaning supplies, flammable products, poisonous, toxic, and hazardous materials, must be labeled and used according to manufacturers recommendation. The staff-to-child ratio, as established in Section 402.305(4), F.S., is based on primary responsibility for the direct supervision of children and applies at all times while children are in care. LS observed 7 children age 1 with one staff member in the one year old classroom (a picture of the attendance sheet showing this ratio was taken). Child Care Regulation Counselor (CCRC) gave technical assistance (TA) to the Director and the staff member in the classroom in reference to how cleaning must not take place while rooms are occupied by children except for general clean-up activities that are part of the daily routine. General cleaning refers to cleaning necessary to maintain a sanitary environment but that does not pose a hazard to children, such as wiping the table after lunch, soaking toys in a tub on the countertop, or sweeping. This does not include cleaning with hazardous materials or any cleaning which poses a risk of slipping or falling. Cleaning stopped immediately, placing this standard back in compliance

04-01 · Supervision
While walking back to from the playground to enter the facility, a child took off running from the line across to the parking lot. The other teacher that was walking at the end of the line saw him and screamed to the director that was at the front of the line and told her that the child had ran across the parking lot. A police officer that was parked in the parking lot stopped the child and gave him safely back to the director. This standard is now back in compliance

A child shall not be released to any person other than the person(s) authorized or in the manner authorized in writing by the custodial parent or legal guardians. All individuals authorized to pick up a child must be identified in writing prior to release by the custodial parent or legal guardian to the program, and the program must verify the individual picking up the child is authorized by using a picture form of identification. Each child transported must be dropped at the designated location as agreed upon by the provider and the custodial parent/legal guardian and released to an authorized individual. 39-04 · Accident/ Incident Notification and Documentation
All accidents and incidents or unusual occurrences that are threatening to the health, safety, or welfare of a child that occur while the child is in care must be documented on the same day they occur. This documentation must be shared with the custodial parent or legal guardian on the date of occurrence. The documentation must be maintained for 12 months. If the parent or legal guardian does not pick up the child on the date of occurrence of the accident or incident, the individual authorized to pick up the child must sign and be provided a copy of the accident/incident form. The enrollment information shall include, in writing, permission for the facility to release the child to any person(s) authorized or in the manner authorized by the custodial parent or legal guardians. The custodial parent or guardian may document the time when his/her child enters and departs the child care facility or program. However, child care facility personnel are responsible for ensuring that attendance records are complete and accurate. The attendance record for the 2 & 3 year old class was missing time of arrival for all children. There were 14 children in the classroom (Pictures were taken). CCRC gave TA to teacher and director on the importance of signing every child in and out of the center. On 4/26/23 a partner agency observed 12 one-year olds with one teacher. The partner agency advised the director to not leave the classroom putting them back in compliance. Technical Assistance 402.305 Licensing standards; child care facilities. (4) STAFF-TO-CHILDREN RATIO. (a) Minimum standards for the care of children in a licensed child care facility as established by rule of the department must include: 1. For children from birth through 1 year of age, there must be one child care personnel for every four children. 2. For children 1 year of age or older, but under 2 years of age, there must be one child care personnel for every six children. 3. For children 2 years of age or older, but under 3 years of age, there must be one child care personnel for every 11 children. 4. For children 3 years of age or older, but under 4 years of age, there must be one child care personnel for every 15 children. 5. For children 4 years of age or older, but under 5 years of age, there must be one child care personnel for every 20 children. 6. For children 5 years of age or older, there must be one child care personnel for every 25 children. 7. When children 2 years of age and older are in care, the staff-to- children ratio shall be based on the age group with the largest number of children within the group. (b) This subsection does not apply to nonpublic schools and their integral programs as defined in s. 402.3025(2)(d)1. In addition, an individual participating in a community service program activity under s. 445.024(1)(e), or a work experience activity under s. 445.024(1)(f), at a child care facility may not be considered in calculating the staff-to-children ratio
