At time of complaint, Licensing Specialist walked inside through the front door and observed that childcare personnel were of out ratio in the 4-year-olds classroom. Both childcare personnel were in another classroom collecting the trash and the (5) 4-year-olds were left unattended in the main room. A child walked to the other room to get the Director
