In the classrooms containing 1/2-year old's and 2/3-year old's, each diapering surface was ripped and not impermeable. The director states she will not be using these surfaces and replaced the surface with a new diapering mat. The Child Care Facility Handbook states - 3.10.2 Diapering Requirements E. When children in diapers are in care, there must be a diaper changing area with an impermeable surface that is cleaned and sanitized or disinfected after each use

In the classroom containing two/three-year-olds, there was an Easter egg decoration meant for hanging on a wall, on top of the diapering surface. This decoration was removed by the licensing specialist during the inspection of the diapering surface. The Child Care Facility Handbook states - 3.10.2 Diapering Requirements G. Items unrelated to diaper changing shall not be stored in the diaper changing area nor shall they be placed on the diaper changing table
