08-03 · Ratios of Personnel to Children Group: Sec. 7-4.06, Ordinance and DCF Handbook
Complaint: A complaint was received by CCLE alleging that a childs hair was cut by three other children while in care Finding: an interview with members of the administration indicated that the incident did occur at the facility in the three year old classroom, however there was only one child who cut the hair. An incident report was made available to CCLE confirming that the parent was notified. A review of records indicated that the classroom was in ratio at the time of the incident. A visit to the classroom was made and all scissors were observed to be age appropriate for the classroom (age 3-4 year old ). Further questioning revealed that the teacher was in the classroom when the incident occurred, however she was assisting a child with their pull-up at the time. The allegations are SUBSTANTIATED as the children were not adequately supervised to prevent the incident from occurring
