07-06 · Vehicle Requirements
During the renewal inspection the licensing specialist observed that the vehicle alarm installed was not in working condition. According to the DCF CCF Handbook Section 2.5.4 F. By January 1, 2022 all vehicles used by child care facilities to transport children must be equipped with a reliable alarm system approved by the Department which prompts the driver to inspect the vehicle for children before exiting the vehicle. 1. Approved alarm systems must meet the following criteria: a. The alarm system must be armed or activated automatically when the vehicles ignition is turned on. b. The alarm system must be designed and installed so that the vehicle horn, siren or other type of audio alarm will sound if the driver/staff member does not walk to the rear or, in the case of a passenger van, the side entry point of the vehicle, to manually shut off or deactivate the alarm. c. The time delay from the time the ignition is turned off after activation of the alarm system until the alarm sounds shall be no longer than one minute. d. The alarm must be audible from the distance of 500 feet from the vehicle. e. The alarm system must be installed so that the driver must walk to the back of the vehicle to reach the deactivation mechanism. Deactivation mechanisms installed in locations that do not require the driver to walk to the back of the vehicle and view all seating areas will not be acceptable. 2. List of approved alarm manufacturers may be found on the Departments website at www.myflfamilies.com/childcare. 3. Alarms must be installed and maintained according to the manufacturers recommendations. 4. Alarm systems installed according to the manufacturers instructions prior to October 1, 2021, will be deemed to satisfy this requirement if they meet the criteria set forth in 2.5.4.F.1. above. Under this allowance, the existing alarm system must always be properly maintained in working order. Should at any time the alarm system require replacement, the new system must be selected from the Departments approved list referenced in 2.5.4 F.2. above

During the renewal inspection the licensing specialist observed that several ceiling tiles has stains and need to be repaired. Licensing specialist observed that some fences in the outdoor play area are damaged and need to be fixed. According to the DCF CCF Handbook Section 3.1 All childcare facilities must be clean, in good repair, free from health and safety hazards and from evidence of, or presence of, vermin infestation. Indoor play areas must be inspected daily for basic health and safety and documented on a daily inspection log. Outdoor play areas must be inspected daily for basic health and safety. 11-03 · Child Discipline
On May 13, 2024, a teacher advised the Licensing Specialist that a child hit her and in return she hit the child back, therefore the teacher did not comply with the facility's written discipline policy that physical punishment is prohibited. The teacher is no longer employed at the facility, therefore this is being marked as resolved. The teacher was interviewed on May 13, 2024 after previous attempts to interview the teacher during this investigation were unsuccessful. During the time of inspection, the Licensing Specialist provided technical assistance: "The child care facility operators, employees, and volunteers must comply with written disciplinary and expulsion policies."

11-06 · Child Discipline
On May 13, 2024, a teacher advised the Licensing Specialist that a child hit her and in return she hit the child back. The teacher is no longer employed at the facility; therefore, this is being marked as resolved. During the time of inspection, the Licensing Specialist provided technical assistance: "The following discipline techniques shall be prohibited in the child care facility: 1. The use of corporal punishment/including, but not limited to: a) Hitting, spanking, shaking, slapping, twisting, pulling, squeezing, or biting; b) Demanding excessive physical exercise, excessive rest, or strenuous or bizarre postures; c) Compelling a child to eat or have in his/her mouth soap, food, spices, or foreign substances; d) Exposing a child to extremes temperature; e) Rough or harsh handling of children, including but not limited to: lifting or jerking by one or both arms; pushing; forcing or restricting movement; lifting or moving by grasping clothing; covering a childs head."

During inspection of the transportation log, License Specialist observed that the facility transportation log did not include a signature for 2nd sweep of vehicle. Licensing Specialist provided technical assistance on how to properly re-train staff on importance of keeping accurate documentation of transportation log. According to DCF Facility Handbook 2.5.2 Transportation Log A. A log must be maintained for all children being transported in a vehicle or on foot away from and/or to the premises of the childcare facility. During time of inspection, Licensing Specialist observed that 1 staff personnel did not complete the required Early Literacy training within 12 months of hire date (1/2/2023). According to DCF Facility Handbook Section 4.4.2 4.2.2 Early Literacy Training Pursuant to Section 402.305(2)(e)5., F.S., all childcare personnel must complete a single course of training in early literacy and language development of children ages birth through five years that is a minimum of five clock hours or .5 CEUs.
