    04-02 · Supervision

    4-2: On 1/21/2025, teacher 1 put down a cup of hot tea and she turned to assist another child, and child 1 grabbed the tea, and it poured on his left arm. The cup was about a 16 oz thermos with a lid but had an open mouth part. The mother took the child to the ER. The child had received 2 nd degree burns. The director advised that the teacher 1 was terminated. During the inspection, Licensing Specialist provided technical assistance, CCF Handbook Section 2.4.1, A, B, D, G, H and I: A. Child care personnel must position themselves in the outdoor play area so that all children can be observed and directly supervised. B. Child care personnel must be assigned to provide direct supervision to a specific group of children and be with that group of children at all times. Children must never be left without child care personnel supervision inside or outside the facility, in a vehicle, or at a field trip location. D. At all times, lighting must allow child care personnel to see and supervise children while in care. G. In addition to the number of child care personnel required to meet the staff-to-child ratio, one additional adult must attend field trips away from the child care facility to help provide direct supervision. The individual could be a parent volunteer as long as that person is under direct and constant supervision of a screened and trained child care personnel. H. Children must receive supervision and care in accordance with their age and required needs and be accounted for at all times while bathing or toileting. I. When transporting children in a vehicle or on foot, a telephone or other means of instant communication must be available to child care personnel. Cellular phones, two-way radio devices, citizen band radios, and other means of instant communications are acceptable

    33-03 · Training Requirements

    During the time of inspection, the Owner/Operator/Director advised the Licensing Specialist that there 21 employees. During the time of the inspection, the Licensing Specialist monitored 21 of the 21 employee records. REMINDER: In-service training for 2024/2025 fiscal year must be completed before July 1, 2025. 33-3: During the inspection, Licensing Specialist observed 1 child care personnel did not start the DCF 40 hours of introductory training within 90 days of their child care industry start date. During the inspection, Licensing Specialist provided technical assistance, CCF Handbook, Section 4.1 Child care personnel including volunteers who work 10 hours or more per month must begin training within 90 days of employment in the child care industry and successfully complete Departments training within 12 months from the date training begins. Training taken prior to employment in the child care industry does not constitute begin training. The begin training timeframes begin at the time of employment in the child care industry. Training completion may not exceed 15 months from the date of employment in the child care industry in any licensed Florida child care facility. This may be accomplished by classroom attendance in a Department-approved training course, acquiring an educational exemption from a Department-approved training course, beginning a Department-approved online child care training course, or by receiving results from a Department-approved competency examination. The child care program is responsible for obtaining training documentation from child care personnel

    33-9: During the inspection, Licensing Specialist observed 3 child care personnel that did not complete the safe sleep training within 30 days of their hire date. During the inspection, Licensing Specialist provided technical assistance, CCF Handbook, Section 4.2.3 and 4.2.5 All child care personnel who work in a facility that offers care to infants must have training regarding guidance on safe sleep practices, preventing shaken baby syndrome and abusive head trauma; recognition of signs and symptoms of shaken baby syndrome and abusive head trauma; strategies for coping with crying, fussing, or distraught child and the development and vulnerabilities of the brain in infancy in early childhood within 30 days of hire at the facility. For child care personnel to satisfy this requirement the training must be accomplished through one of following methods: Department's Health Safety and Nutrition course, Safe Sleep course, or the Early Learning Floridas Safe Sleep Practices. Documentation of training must be maintained on the Department's training transcript in the child care personnel record

    During time of inspection, Child Care Regulation observed the refrigerator in the wrap around room did not have a thermometer. TA-An accurate thermometer designed to measure cold storage temperature must be placed inside each refrigeration and freezer unit. Thermometers in refrigerators must show a reading of 41 degrees Fahrenheit or below, and thermometers in freezers must show a reading of 0 degrees Fahrenheit or below. The thermometer must be located in the center of the unit and be readily accessible. Thermometer temperature readings higher than specified above require further temperature testing of food samples stored in the unit using a probe type thermometer; and adjustments to the unit setting to reach and maintain the required readings must be made
