29-02 · Health and Sanitation
During the inspection, Licensing Specialist observed in the 2-year-old classroom a child care personnel did not wash her hands after changing a childs diaper. The personnel just picked the child up and put her down on the floor to go lay down for nap and went and got the next child. The director brought this standard back in compliance at the time of inspection by having the teacher wash her hands. During the inspection, Licensing Specialist provided technical assistance, CCF Handbook, Section 3.10.1, A Handwashing - Child care personnel and children must wash their hands thoroughly with soap and running water, dry, and follow personal hygiene procedures for themselves and while assisting others. Examples of activities when handwashing is required include but are not limited to: before and after eating, immediately following outdoor play, after toileting, following the use of any cleaners or toxic chemicals, before and after administering medication, and during food preparation and snack distribution. A. Child care personnel and children must follow the Centers for Disease Control guidelines for handwashing incorporated by reference in 65C-22.001(7)(u), F.A.C

During the inspection, Licensing Specialist observed in the 2-year olds classroom that the teacher changed a child diaper then went and got the next child to change before she cleaned the diaper changing table. The director brought this standard back in compliance at the time of inspection by cleaning and sanitizing the diaper changing table. During the inspection, Licensing Specialist provided technical assistance, CCF Handbook, Section 3.10.2, E Diapering Requirements - E. When children in diapers are in care, there must be a diaper changing area with an impermeable surface that is cleaned and sanitized or disinfected after each use

During the inspection, Licensing Specialist observed in the one year old classroom to the right side did not have water in the portable sink. The director had a personnel fill the tank up with water. During the inspection, Licensing Specialist provided technical assistance, CCF Handbook Section 3.7 H- Restrooms and Bath Facilities. H. Running water, soap, trash receptacles, toilet paper, and disposable towels or hand-drying machines that are properly installed and maintained must be available and within reach of children using the bathroom

32-07 · Outdoor Equipment
During the inspection, Licensing Specialist observed that the mulch under the green, blue and red jungle gym was reading at 0 inches (you could see the ground) and under and around the red and yellow bouncer the mulch was reading at 2 inches in depth. The director was given until December 26, 2024, to come into compliance with this standard. During the inspection, Licensing Specialist provided technical assistance, CCF Handbook Section 3.12.D.1- Outdoor Equipment. D. Permanent or stationary playground equipment must have a fall/use zone that extends a minimum of 6 feet in all directions from the perimeter of the equipment. All types of ground cover must be maintained to provide resilience and reduce the incidence of injuries to children in the event of falls. Child Care 1. If the ground cover in place is loose ground cover (such as, but not limited to: mulch, shredded rubber chips, or sand) a minimum of 6 inches in depth is required in the use zone. Asphalt, concrete, hard packed dirt, hay, grass or leaves are unsuitable for use in the use zone area

33-06 · Training Requirements
During the time of inspection, the Director advised the Licensing Specialist that there 11 employees. During the time of the inspection, the Licensing Specialist monitored 11 of the 11 employee records. REMINDER: In-service training for 2024/2025 fiscal year must be completed before July 1, 2025. Specialist reviewed 10 hours of annual in-service, completed, for all child care personnel for the 2023/2024 fiscal year. When the Licensing specialist was reviewing the files the Licensing Specialist observed 1 personnel did not finish her 5 hours Early Literacy training. The director was given until December 26, 2024, to come into compliance with this standard. During the inspection, Licensing Specialist provided technical assistance, CCF Handbook, Section 4.2.2 Early Literacy Training Pursuant to Section 402.305(2)(e)5., F.S., all childcare personnel must complete a single course of training in early literacy and language development of children ages birth through five years that is a minimum of five clock hours or .5 CEUs. Early literacy training must be completed within 12 months of date of employment in the childcare industry. Proof of completion may be documented on a certificate of course completion, classroom transcript, or diploma. Childcare personnel must complete one of the following: A. One of the Departments online literacy courses available on the Departments website. B. One of the Departments approved literacy courses. A list of these courses can be obtained from the Departments website. (No additional courses will be approved by the Department.) C. One college level early literacy course (for credit or non-credit) if taken within the last five years

33-16 · Training Requirements
During the time of inspection, the Director advised the Licensing Specialist that there 11 employees. During the time of the inspection, the Licensing Specialist monitored 11 of the 11 employee records. The director was given until December 26, 2024, to come into compliance with this standard. When the Licensing Specialist was reviewing the files the licensing specialist observed one personnel did not complete the additional DEL -approved health and safety training by required date. During the inspection, Licensing Specialist provided technical assistance, School Readiness Program Health and Safety Standards Handbook Section 3.1 Preservice. Child care personnel must successfully complete the preservice training coursework described in this section, as applicable. All child care personnel must complete these preservice training requirements within 90 days of initial employment with any School Readiness provider. This timeframe does not start over if personnel change employment to another School Readiness provider within this initial 90 days. Personnel who have not completed all preservice training requirements are not allowed any unsupervised contact with or care of children in a School Readiness program

B. Hands must be washed and dried thoroughly after each diapering or toileting procedure, and all surfaces that have been touched must be cleaned and sanitized or disinfected to prevent the spread of germs. C. Handwashing sinks must not be used for food service preparation, dishwashing, or food clean up. D. The diaper changing area must be physically separated from the food preparation, food service, and feeding area. E.
