At the time of inspection, the Licensing specialist observed the school aged children in the first classroom to the right from the entrance with no daily schedule posted to reflect School aged children. The classroom is set up for preschool children ages three through four years old. The specialist encouraged the provider to plan a daily activities schedule for the school aged children to reflect the routine for the children that is age appropriate. The provider immediately wrote a daily schedule at time of inspection and posted it in the classroom. At the time of inspection, the Licensing specialist observed a staff changing a toddlers diaper, but the staff failed to wash the childs hands. The specialist asked the staff to wash the childs hands with soap and water before proceeding to change the next childs diaper. The provider attempted to grab a baby wipe to wipe the childs hands and the specialist interjected and advised the provider and staff that they can not use wipes of any type and asked to wash the childs hands in the sink with soap and water. At the time of inspection, the counselor observed an infant in the infant classroom that was able to hold their own bottle laid on the floor with the infant holding their own bottle. The counselor observed an excess of milk running down the infants mouth, side of the face to their neck. The counselor picked the baby off of the floor and continued to bottle feed the infant. The counselor advised the provider that infants must be held while bottle feeding and must not be laid on the floor or have a propped bottle while feeding. At the time of inspection, the counselor observed an infant in a highchair in the infant classroom while conducting ratio around 10: am. The counselor and provider spent a great amount of time in the classroom discussing and completing classroom walk through. The infant was in the highchair the entire time. The counselor also observed two other infants in the classroom placed in cribs while they were awake. The provider advised that the infant eats at 11:00am. The counselor observed the infant fall asleep in the highchair while waiting on lunch. The counselor observed the infants lunch delivered to the classroom at 11:08am. The infant woke up to eat lunch. The counselor returned to the infant classroom after conducting ratio around 11:51am and the infant was done eating and still in the highchair while the staff was observed feeding another infant that was in a bouncer. The counselor asked the provider to remove the child from the highchair. The provider took the infant out of the highchair. TA was provided to ensure that infants are not in observed with in infant seat, swing or bouncer for longer than 30 minutes at a time

At the time of inspection, the counselor observed the mixed class of three and four year old children as well as the school aged children watching media that was not used for educational purposes. The three and four year old children were watching a Disney movie on a laptop and the school aged children were watching tom and jerry on a laptop screen as well. The counselor advised staff that the media must be education and if there was an alternative they can turn on. The staff in the three year old room stated the children just listen to the movie most were not watching it. The counselor suggested playing lullabys or learning songs that the children can listen to. The staff immediately turned the movie off. The counselor suggested to the staff with the school agers to watch Blippi for example which is known for being educational. The staff turned off the show and changed it to Blippi and the children were immediately engaged with the screen.
