On October 8, 2021, a complaint was received regarding overcapacity. An investigation was conducted on October 12, 2021.This complaint is substantiated for overcapacity because Ms. Mattson had two infants in care during the complaint visit, but three were enrolled and attend care on the same days. Multiple concerns were observed. The first was lack of supervision because two sleeping children were unsupervised downstairs and two were unsupervised in two separate bedrooms while Ms. Mattson and her emergency substitute were upstairs when the specialist arrived. The second was failing to follow safe sleep practices because two infants were asleep with blankets on and one of them was sleeping in a bouncer on top of a toddler bed. Sleep checks were not conducted, infants were sleeping on another level of the home rather than the level where care is provided, and there was no parent or guardian permission for children to sleep in another area. Another concern was the lack of appropriate lighting in the basement when children were napping. Lastly, infant daily logs of feeding, diapering, and sleeping were not completed, in addition to the sleep checks mentioned above.
