On April 7, 2025, the Office of Child Care Licensing (OCCL) received a complaint alleging the overuse of restraining equipment, such as a high chair, with a preschool-aged child. An investigation was conducted on April 28, 2025. Based on the findings of the investigation, there is no evidence to substantiate this complaint. Administrator #1 denied the allegation of excessive restraint and provided information regarding the specific circumstances under which Child #1 is placed in a highchair or stroller, noting these devices are used for short, defined periods during mealtimes and whole group activities to support the child s individual needs. The child, who is non-verbal and has met the criteria for an IEP, requires one-on-one assistance during meals and benefits from additional support to participate in group settings. During the visit, LS #1 observed Child #1 actively engaging with peers in the classroom, displaying mobility and responsiveness, including running, smiling, and using non-verbal vocalizations. LS #1 also observed mealtime routines and confirmed Child #1 required individualized support for feeding.
