The Office of Child Care Licensing received a compliant on November 28, 2023, regarding a lack of supervision. An investigation began on November 28, 2023, and ended on December 1, 2023. This complaint is substantiated because the City of Dover Fire Marshal observed Child #1 alone in the kitchen while the stove was on. Staff #1 confirmed this. Additional concerns were noted during a follow-up visit on December 1, 2023, including lack of supervision because a child ran out of the classroom, down the hall, into the lobby to another staff. Also, staff-to-child ratio was not being maintained because a staff was alone with 10 children ages two to five, and toddlers were not being cared for in a separate area. Additionally, an accordion gate was installed but not being used to keep the kitchen inaccessible to the children.

The Office of Child Care Licensing (OCCL) received a complaint on July 18, 2022, regarding improper discipline. This complaint was also self-reported to OCCL and law enforcement. OCCL received clearance from law enforcement to investigate the complaint on October 17, 2022. An investigation was conducted on October 20, 2022. The complaint is substantiated for improper discipline because staff confirmed Staff #2 hit Child #1. A concern noted was, one staff member was supervising eight children ages one and two during nap time, and about half of the children were awake.
