The Office of Child Care Licensing (OCCL) received a complaint regarding allegations of the center not notifying OCCL of a loss of electricity, not maintaining the appropriate classroom temperature, and not being able to prepare meals for the children. Unannounced visits were conducted on February 6 and 9, 2026. The complaint is substantiated for not notifying OCCL of a loss of electricity. Owner #1 and four staff members stated there was a full loss of electricity for approximately one hour on February 5, 2026, and a partial power outage from February 5 through 6, 2026. There is no evidence to substantiate this complaint for not maintaining appropriate classroom temperature based on the interviews conducted. Owner #1 and three staff members stated there was no impact to the temperature of the classrooms. There is no evidence to substantiate the allegation that meals had not been served because Staff #2 stated all meals had been served on February 5, 2026. An additional concern noted during this investigation is the center did not have a person trained in day-to-day operations available during center hours when the administrator is absent from the center.

Submit the following to complete staff files: prof. dev. plans for staff #1, 5, 6; CPR/FA certification for staff #5,6; eligibility letters for staff #5, 6; updated annual abuse and neglect for staff #1, 5, 6, 2, 3, 4 (2,3,4 were CAV); documentation of service letter being sent for staff #1. Not determined - annual training hours for #5, 6. Discussed OCCL 7 our health and safety training completion upon hire, prior to starting.
Ensure the refrigerator is below 41 degrees in the kitchen.
Ensure cot charts are updated and hung up in Preschool room.

Submit the following to complete children's files: Health appraisals for four children, immunizations for two children, blood lead test results for three children, and developmental plans for three children.
