On May 9, 2023, a complaint was called into the Report Line and not accepted for investigation by the Institutional Abuse Unit. The Office of Child Care Licensing (OCCL) accepted the complaint for investigation on May 12, 2023, regarding improper discipline. An investigation was conducted on May 15, 2023. This complaint is unsubstantiated because Ms. Spencer and Substitute #1 both denied hitting any child. In addition, on May 18, 2023, Reporter #1 left a message for OCCL stating Child #1 told her she lied, and Ms. Spencer never hit her.
