Disposition: Unsubstantiated with Concern
OCCL s investigation of regulatory non-compliance began after clearance from other agencies was received. The Office of Child Care Licensing (OCCL) received a complaint regarding improper discipline on October 15, 2024. An investigation began on February 8, 2025, and concluded on February 14, 2025. This complaint is substantiated for improper discipline because during other agencies interviews, two children stated Provider #1 has hit children; however, Provider #1 denies ever hitting any child.
Disposition: Substantiated
The Office of Child Care Licensing (OCCL) received a complaint on June 3, 2024, regarding not meeting the needs of the children and unsafe outdoor areas. An investigation began on June 24, 2024, and concluded on June 25, 2024. This complaint is substantiated for having an unsafe outdoor play area because during this investigation, LS Donovan observed broken toys, a wading pool with standing water, and floating toys on top of a small trampoline in the outdoor area. There is no evidence to substantiate that Ms. Bruce is not meeting the needs of the children because Ms. Bruce stated she cleans the children's faces when they get dirty.
Disposition: Substantiated
The Office of Child Care Licensing (OCCL) received a complaint on January 3, 2023, regarding improper discipline, infant daily records, accident/ injury reports, not cutting food to prevent choking, not following an infant feeding statement, not keeping the home clean, hazard free, and in a safe condition, and sanitation. An investigation was conducted on January 17, 2023. The complaint is substantiated for accident/ injury reports because Ms. Bruce stated she verbally informs parents of minor injuries. This complaint is substantiated for sanitation because this specialist observed nap mats stored touching. This complaint is substantiated for not following an infant feeding statement because Child #3, an eight-month-old who began care on January 4, 2023, did not have an infant feeding schedule on file. There is no evidence to substantiate the allegation of improper feeding of infants, not keeping the home clean, hazard free, and in a safe condition, not cutting food to prevent choking, and improper discipline because Ms. Bruce denied these allegations, and this specialist did not observe a hazardous environment while speaking with Ms. Bruce in her home.
