The complaint is substantiated for not following the requirements for a substitute because Nadira Uppal stated she has left her emergency-use substitute to care for children, while she attended appointments. The complaint is substantiated for not having current custody papers in Child #1 s file because Ms. Uppal admitted the need to ask Parent #1 for updated custody papers because she did not have a copy. There is no evidence to substantiate the complaint for the provider not being present and providing the majority of child care duties as Ms. Uppal stated she only leaves occasionally for appointments. There is no evidence to substantiate the complaint for not following fingerprinting requirements because Ms. Uppal s substitute has been fingerprinted and determined eligible. There is no evidence to substantiate the complaint for not notifying OCCL, because Ms. Uppal is not changing her substitute to a non-emergency-use substitute and therefore does not require notification to OCCL. There is no evidence to substantiate the complaint for unapproved persons being present during child care hours as Ms. Uppal denied this allegation and stated Person #1 was only present briefly on one morning.
