There is no evidence to substantiate the complaint for not notifying OCCL, because Ms. Uppal is not changing her substitute to a non-emergency-use substitute and therefore does not require notification to OCCL. There is no evidence to substantiate the complaint for unapproved persons being present during child care hours as Ms. Uppal denied this allegation and stated Person #1 was only present briefly on one morning.
