The Office of Child Care Licensing (OCCL) received a complaint on September 8, 2022, regarding the licensee being on her phone, which distracts from providing care during the hours of operation; the licensee providing child care in a space that has not been approved by OCCL and the fire marshal; the licensee allowing children to be picked up by other children in the facility; and the licensee not following requirements regarding screen time. An investigation was conducted on September 20, 2022. Based on LS Hackett and LS Burks observations and interviews with the licensee, there is no evidence to substantiate the reported allegations. Ms. Killikelly denied being on her phone and being distracted from supervising children in care. The ground level was not set up for child care and there was no evidence to suggest children eat or watch television upstairs. The approved child care space located in the basement is equipped with a table where children eat meals and snacks. There is a working television in the child care space, but no children were observed watching television. Ms. Killikelly stated only one child used to watch television for a short period of time before focusing on a different activity.
