Licensing Specialist observed one staff member on the playground to have 13 children ages 3-5 years of age alone. A second staff member was inside alone with 2 children. After around 3 minutes the second staff member joined the larger group on the playground. Correction: Appropriate staff to child rations must be observed at all times. Correct by 3/31/26.
